Responsibilities

PRIMARY PURPOSE

Provides infrastructure and project management expertise to develop, implement and manage infrastructure projects funded by the departmental operating budget. Directly manages the work that contractors perform for CMBC’s Infrastructure Maintenance department.

KEY ACCOUNTABILITIES

Plans assigned projects, including defining project scope, in collaboration with senior management, creating business cases/justifications and work plans, determining the objectives and measurements, determining the budget, resources, and stakeholders.

Manages and monitors assigned projects through implementation, including executing the project according to the project plan; creating project management records and documentations; monitoring the project progress and financial status of project. Anticipates and proactively manages change throughout the project life cycle.

Presents and reports the project progress, risks, expectations, timelines, milestones, and key project metrics to senior leadership team. Provides suggestions and recommendations to the senior leadership team on risk management and project delivery.

Prepares contracts, Requests for Proposals (RFP) and tender documents for projects or ongoing service contracts, including terms and conditions, scope of work definition, technical requirements, project specific requirements and project schedule constraints. Manages all activities related to assigned contracts to ensure consistency with contract terms and conditions.

Manages cross functional project teams and stakeholders at CMBC. Develops and maintains a respectful and productive relationship with all stakeholders. Coordinates internal trades resources and third parties/vendors to seamlessly execute projects.

Coordinates information sharing between stakeholders and serves as a liaison for both internal and external communications to keep the parties updated during the scope of the project.

Prepares a variety of project related reports,



analyses, and recommendations pertaining to assigned projects.

Participates in the evaluation and selection of project consultants or contractors.

Interacts with internal stakeholders to understand their needs and develop budgets and scopes of work for their requests.

Submits permit applications when applicable.

Works closely with internal and external stakeholders to ensure work schedules are appropriately coordinated thereby minimizing disruptions.

Identifies the need and actively participate in vendor performance meetings when required.

Engages with key stakeholders to ensure adherence and compliance with the terms of the contracts.

Participates in review meetings on a regular basis with internal stakeholders and vendors.

Reviews contract invoices; submits requisitions, monitors purchase orders.

Works with TransLink Strategic Sourcing to develop a strategy to ensure contracts are in place for essential work.

Evaluates proposal responses on behalf of the Infrastructure Maintenance department.

Works with the CMBC Asset Management group to support the review of design drawings for larger Capital projects. Works with CMBC Corporate Safety to develop and ensure work is being done to our standards and aligns or exceeds those of WorkSafeBC.

Provides direct supervision and monitoring of both contractors and internal staff working on projects.

Provide relief coverage for the Assistant Manager, Infrastructure Maintenance as needed.

Qualifications

Education and Experience:

The competencies for this position would be acquired through completion of a degree in Engineering and/or Business and a PMP certification or a Red Seal Ticket in a building trade, plus courses in labour relations, conflict resolution, and supervisory techniques.

Requires five (5) years relevant experience, in multi-disciplined building maintenance or the construction industry, covering all aspects of repair, renovation, maintenance and construction of new and existing building and associated equipment.

Requires supervisory experience with a multi-disciplined team in a unionized environment together with knowledge of the application of collective agreements, policies, and procedures.

Other Requirements:

Solid working knowledge of the principles, theories, concepts, and practices of project and contract management.

Solid analytical thinking and problem-solving skills.

Solid time management skills to balance and coordinate effort across multiple, concurrent activities.





Solid interpersonal skills to build and maintain relationships with multiple internal and external stakeholders.

Solid verbal and written communication skills.

Solid technical skills in business and project management computer applications and databases.

Strong financial acumen to allow for effective planning, management, and expenditure of operational costs.

Shift and weekend work are at times required as CMBC’s facilities are in operation 24 hours a day, 7 days a week.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

This is a full-time temporary position for 12 months.

This position works predominately in office.

Rate of Pay

The salary for this position ranges from $100,080 - $150,120 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
