Compliance & Carbon Program Lead
BVD Energy Supply is seeking a strategic, analytical, and highly team-oriented leader to build, manage, and continuously improve our clean fuel compliance program, environmental credit portfolio, commodity tax obligations, and carbon‑reduction initiatives. This role is central to positioning BVD Energy Supply for long‑term success in a lower‑carbon, increasingly regulated energy economy.
This is not a passive compliance role — it is a program‑builder role. You will architect the systems, processes, analytics, and partnerships that ensure BVD Energy Supply meets regulatory obligations, captures credit value, and identifies opportunities across clean fuels, carbon markets, and government funding.
What You’ll Lead
Program Development & Oversight
- Design, implement, and manage BVD Energy Supply’s clean fuel compliance program, including regulatory filings, CI/LCA data processes, credit tracking systems, and audit‑ready documentation.
- Build internal frameworks, dashboards, and governance structures that ensure ongoing compliance, transparency, and operational readiness across all business units.
Commodity Tax Compliance & Risk Management
- Oversee commodity tax obligations related to fuel supply, renewable content, environmental attributes, and interprovincial movements.
- Ensure accurate tax classification, remittance, reconciliation, and documentation for diesel, gasoline, renewable fuels, and emerging low‑carbon products.
- Conduct tax impact analysis for new products, regulatory changes, and supply‑chain adjustments.
Environmental Credit Strategy & Management
- Develop and manage systems to track, reconcile, and optimize environmental credit balances (CFR credits, renewable content credits, EV charging credits, RNG credits, etc.).
- Lead credit monetization strategy, including forecasting, market analysis, and transaction support.
- Ensure all credit‑generating activities meet regulatory, verification, and documentation requirements.
Regulatory & Economic Analysis
- Analyze operational, financial, and regulatory data supporting:
- renewable feedstock co‑processing
- low‑CI fuel production
- carbon capture and reduction projects
- fuel supply chain emissions
- Conduct economic modeling to support compliance planning, credit strategy, and capital investment decisions.
Government Funding & Incentive Programs
- Coordinate, prepare, and oversee government funding applications, reporting requirements, and stakeholder engagement for decarbonization, energy transition, and innovation projects.
- Identify and evaluate new funding streams that support BVD Energy Supply’s strategic objectives.
Cross‑Functional Collaboration & Leadership
- Partner with operations, supply, finance, tax, sustainability, and executive leadership to align compliance strategy with business goals.
- Engage external consultants, verifiers, regulators, and industry partners to ensure BVD Energy Supply remains ahead of regulatory and market developments.
- Provide transparent guidance, training, and communication to internal teams on compliance requirements and emerging risks.
Market & Regulatory Intelligence
- Monitor evolving regulations, carbon markets, commodity tax rules, and industry trends across Canada and North America.
- Work with Supply on opportunities and risks related to clean fuels, carbon management, environmental credits, and energy transition programs.
- Advise senior leadership on regulatory impacts, compliance costs, and long‑term positioning.
