Position Overview

The Business Council of Manitoba (BCM) is seeking a Program & Marketing Manager to lead the Tariff Workforce Stabilization and Youth Employment Program (TWSYE). This is a two-year term, full time position.

The TWSYE program is a province-wide initiative designed to help Manitoba employers address workforce challenges resulting from tariffs, counter-tariffs, and related economic disruption while supporting the retention of existing workers and the creation of employment opportunities for Manitoba youth.

The Manitoba Workforce Stabilization Program (MWSP) provides financial assistance to help employers retain workers during periods of economic slowdown, ensuring stability, continuity, and long-term resilience.

To strengthen Manitoba's future labour pipeline, the Youth Employment Program (YEP) supports employers in recruiting, training, and retaining young Manitobans entering the workforce. This program provides wage support and onboarding assistance, helping employers build succession plans and develop long-term talent strategies.

Key Responsibilities

Program Management

Working closely with the Project Coordinator, administer to manage programming that will meet the specific objectives of the TWSYE program.

Coordinate marketing performance indicators with the Program Coordinator to ensure marketing efforts are generating the strongest results.

Supervise two program facilitators/assistants to create and deliver the program objectives.

Communications & Marketing

- Lead all communications and marketing efforts for the TWSYE program, including:





Increase awareness of the Workforce Stabilization and Youth Employment streams among eligible employers.

Drive eligible employers to TWSYE information and application portals through coordinated digital outreach.

Deliver in-person information sessions, virtual webinars, and individualized follow-up that promote both program streams.

Leverage partner networks to expand program awareness among eligible employers and youth by coordinated promotion through partner newsletters, websites, social media channels, events, and member or client communications.

Manage social media and digital content to build awareness and engagement among employers, youth aged 17 to 29, and partner organizations.

Manage media relations and public awareness through news releases, interviews, media briefings, feature stories, and regional outreach to build program awareness and credibility.

Qualifications

· Diploma or degree in Business Administration, Communications, Marketing, Public Relations, a related field, or acceptable combination of education and experience.

· Experience working in workforce development or youth programming.

· Robust written and verbal communication skills.

· Proficient in Microsoft Office and social media platforms.

· Experience with Canva and/or Adobe Creative Suite is an asset.

· Ability to manage multiple tasks and deadlines.

· Comfortable working independently and collaboratively in a team environment.

· Professional and discreet when engaging with employers, business leaders, students, and partners.

· Photography and/or videography skills are considered an asset.

· Demonstrates ethical and responsible use of AI-enabled tools to support communications workflows.

Reporting Relationships & Collaboration

This position reports to the President & CEO for program outcomes and works closely with the Program Coordinator for program objectives and tactics. This role works collaboratively with all BCM staff in a team-based setting.

Pay: $80,000.00 per year
