VPI has been delivering employment programs for more than 30 years and is based in Mississauga, operating in multiple locations across Southern Ontario. Job Purpose

The Employer Liaison, develops employment opportunities and connects job-ready candidates with employers. The role is responsible for proactive employer outreach, business development, job development, recruitment support, candidate matching, and employer relationship management. Working closely with Employment Services teams, the Employer Liaison identifies employer hiring needs, develops opportunities aligned with client job goals, facilitates referrals and recruitment activities, and supports successful employment outcomes while ensuring appropriate use of Employment Ontario supports and incentives.

Key Job Functions

- Demonstrate comprehensive knowledge of VPI Employment Services, Employment Ontario program eligibility, and the services and supports available to job seekers and employers.
- Develop and maintain a strong and diversified portfolio and active pipeline of employers through proactive business development, employer outreach, networking, referrals, and community engagement.
- Identify and develop employment opportunities that align with current and emerging client occupational goals, local labour market demand, and Employment Ontario program objectives.
- Assess employer workforce and recruitment needs and present VPI Employment Services' value proposition, available services, and appropriate workforce solutions.




- Obtain comprehensive job-order information, including job duties, qualifications, location, schedule, compensation, recruitment timelines, and candidate requirements to support effective matching and referrals.
- Work collaboratively with Employment Counsellors, Career Development and Support Counsellors, and other Employment Services staff to identify job-ready candidates who meet employer requirements.
- Review and match qualified candidates to available employment opportunities, facilitate referrals and interviews, and advocate for candidates by effectively communicating their transferable skills, experience, and value to employers.
- Manage job postings, referrals, applicant status updates, interview outcomes, and employer follow-up in a timely manner, including obtaining feedback, confirming hiring outcomes, and identifying additional recruitment needs.
- Plan, coordinate, attend, and support hiring events, job fairs, employer information sessions, community and employer engagement events, and targeted recruitment initiatives across VPI service locations, employer sites, and community locations as required.
- Promote inclusive hiring practices and advocate for qualified candidates who may experience barriers to employment, while supporting employers in identifying appropriate accommodations where required.
- Assess and recommend appropriate Employment Ontario financial supports and employer incentives, ensuring eligibility, documentation, and compliance with program guidelines.
- Conduct employer site visits, virtually or in person, where required to assess employer eligibility, employment opportunities, workplace conditions, and program compliance.
- Maintain accurate and up-to-date documentation of employer development activity, job opportunities, referrals, outcomes, financial supports, employer profiles, and communications within applicable systems in real time.
- Use labour market information and employer intelligence to identify emerging sectors, hiring trends, skill shortages, and employment opportunities relevant to the clients and communities served by VPI.
- Achieve established performance expectations related to employer development,



job opportunities, referrals, placements, financial supports, and other Employment Services outcomes.
- Collaborate with Employment Services teams and leadership to identify priority recruitment needs, share employer opportunities, resolve barriers, and support branch and organizational performance.
- Provide a high level of responsive employer service, acting as the primary employer-facing point of contact throughout the recruitment and hiring process.
- Other duties pertaining to the position, as required.

Skills and Abilities

- Experience in job development, employer outreach, recruitment, sales, business development, or a related field considered an asset.
- Demonstrated ability to prospect, engage, and develop recent employer relationships, including confidence conducting cold outreach and initiating employer conversations.

- Strong employer relationship management and customer service skills, with the ability to assess employer requirements, candidate suitability, transferable skills, and overall job match.
- Understanding of labour market information, hiring trends, and workforce development needs; knowledge of Employment Ontario services, eligibility, and financial supports considered an asset.
- Highly organized and detail-oriented, with strong follow-up skills and the ability to manage multiple priorities and deadlines.
- Demonstrated initiative, self-direction, and accountability, with the ability to independently identify priorities and take action in a fast-paced environment.
- Ability to work within measurable monthly and yearly performance expectations and adjust strategies to support successful outcomes.
- Proficient in using technology, case management or CRM systems, and software applications for documentation, communication, and data management.
- Strong critical thinking, problem-solving, adaptability, and collaboration skills, with the ability to build rapport with individuals from diverse backgrounds.
- Ability and willingness to travel to VPI offices, employer sites, community locations, and hiring or outreach events throughout VPI service locations as required.
