We are seeking an immediate Senior IT Project Manager for the Government of Alberta in a remote role based in Edmonton, Alberta. This position will lead a portfolio of high-priority Energy Modernization and IT System Transformation initiatives, including ADX Studio/CRM Dynamics to Power Apps and Dataverse migration, Natural Gas Royalty-in-Kind (GRIK), Bitumen Royalty-in-Kind (BRIK) Regulatory Backstop, and Enhanced Hydrocarbon Recovery Program (EHRP) Modernization. The ideal candidate will bring experience managing complex custom software development projects, ADX Studio and CRM Dynamics migrations, project charters and business cases, budgets, risk and impact assessments, dashboards, governance, stakeholder communications, and multiple concurrent projects in an enterprise environment comparable to the Government of Alberta.

Hours: 7.25 hours per day Engagement Type: Contract / Consulting About The Role The Senior IT Project Manager will lead the Energy Modernization & IT System Transformations portfolio for the Government of Alberta’s Ministry of Technology and Innovation. The portfolio includes statutory compliance, cybersecurity, legacy infrastructure modernization, physical commodity tracking, complex calculations, financial integration, and multi-system transformation initiatives.

The successful candidate will coordinate and deliver projects from initiation through completion, establish timelines, assign tasks, track progress, manage governance, maintain relationships with project teams and vendors, and provide clear progress updates to senior management and project stakeholders.

Portfolio Initiatives

ADX Studio Migration – Security and Platform Modernization

- Execute a like-for-like migration from legacy ADX Studio to Microsoft Power Apps/Power Pages and Dataverse.
- Address active cybersecurity vulnerabilities through platform modernization.
- Manage the full lifecycle, including:
- Planning.
- Architecture setup.
- User story definition.
- Standardized workflow development.
- User acceptance testing.
- Change management.
- Go-live.
- Provide experience with ADX Studio/CRM Dynamics to Power Apps/Dataverse migrations, including planning, execution, testing, deployment, data migration, portal migration, or application migration.

Natural Gas Royalty-in-Kind (GRIK) Initiative
- Manage a two-phase regulatory and financial framework enabling the Alberta Petroleum Marketing Commission (APMC) to direct and administer natural gas royalties-in-kind.

- Coordinate system enhancements across
- MRIS.
- Intel ESG.
- Petrinex.
- CARS.
- Support physical volume tracking, volumetric reconciliation, and financial integration.

- Manage
- Phase I – Resource Credit Program, involving voluntary credit-based mechanisms.
- Phase II – GRIK Mandatory Program, enabling mandatory Crown directive authority.

Bitumen Royalty-in-Kind (BRIK) Regulatory Backstop
- Modernize legacy cash-only royalty systems, including:
- ETS.
- OASIS.
- CARS.
- RFM.
- EAD.
- Operationalize the mandatory BRIK Regulatory Backstop in compliance with provincial regulations.
- Coordinate systems configuration, enhancements, and integrations supporting:
- Physical barrel deliveries.
- Complex carve-out valuations.
- Distinct transaction classifications.
- APMC reconciliation.

- Manage
- Phase I – Streamlined manual business processes.
- Phase II – Full system automation and end-to-end integration.

Enhanced Hydrocarbon Recovery Program (EHRP) Modernization
- Implement multi-application changes supporting new program streams under the Mature Asset Strategy and Incremental Hydrocarbon Recovery Royalty Regulation.

- Support
- Research and Commercialization Stream (RACS).
- Enhanced Hydrocarbon Recovery (EHR) Stream.
- Creative Technology Program (ITP) Stream.

Project Planning and Delivery

- Coordinate and deliver IT projects from initiation through completion.
- Oversee project activities, establish timelines, assign tasks, and track progress.
- Compile project charters and business/project plans.
- Define the most suitable delivery approach for each project.
- Ensure business objectives and data integrity are achieved.
- Develop project plans that clearly state:
- Objectives.
- Scope.
- Assumptions.
- Timeline.
- Resource requirements.
- Risks.
- Benefits.
- Budget.
- Develop project schedule plans and delivery strategies.
- Estimate resource requirements and monitor work plans.
- Take corrective action to ensure project tasks are completed.

- Ensure solutions comply with and contribute to the Ministry’s enterprise architecture.

- Develop and maintain risk logs, issue logs, and governance documentation.
- Document and report project status against:
- Objectives.

- Collaborate with the PMO to define new standards when required.

Budget and Financial Management
- Create and manage project budgets.

- Ensure delivery is cost-effective and aligned with approved funding.

Stakeholder and Relationship Management
- Maintain effective working relationships with:
- Project teams.

- Work with project sponsors to maintain effective communication throughout the project.
- Escalate risks and issues as required.

- Provide leadership and assistance to business and project teams requiring:

Required Qualifications And Must-Have Skills

- Experience as a Project Manager working with ADX Studio and CRM Dynamics to Power Apps and Dataverse migrations.
- Experience defining project scope and goals in collaboration with business stakeholders.
- Experience developing project deliverables, including:
- Project charters.
- Business cases.
- Briefing notes.
- Status reports.
- Risk logs.
- Project closure documents.
- Dashboards.
- Experience managing multiple projects concurrently.
- Experience working as a Project Manager on a large,



complex custom software application development project where software is developed in-house for a specific organization.
- Experience working in an workplace of similar size and complexity to the Government of Alberta.
- Experience coordinating business requirements, technical delivery, testing, deployment, governance, and change management.
- Strong stakeholder communication, project governance, risk management, and planning abilities.
