We are seeking a dynamic and experienced Labour Relations Officer to join our team. The successful candidate is a trusted labour relations professional who brings sound judgement, strategic thinking, and a robust client-service orientation. They are skilled at navigating complex and sensitive workplace issues, building productive relationships, and influencing positive outcomes.

Through actively listening, thoughtful inquiries to gain a thorough understanding of issues, they provide practical, risk-based advice that supports both operational objectives and employee well-being.

What you'll do





- Provide strategic labour relations advice and guidance to management with respect to the terms and conditions of employment, grievance procedure, prevention of harassment, discipline, duty to accommodate, performance and other workplace issues
- Develop and implement Labour Relations policies, guidelines, and procedures and tools to support effective people management and compliance with legislative and policy requirements.
- Lead and manage all aspects of the grievance process, including case analysis, resolution strategies, representation, and the provision of recommendations.
- Provide expert advice on labour relations legislation, collective agreements, policies, management responsibilities, established practices, and relevant jurisprudence.
- Support organizational change initiatives by providing labour relations advice, identifying potential risks, and developing proactive mitigation strategies.
- Support management in fostering productive and respectful labour-management relationships and maintaining a positive workplace culture.

As CNSC’s labour relations subject matter expert, the incumbent provides functional guidance and support on complex labour relations matters. This position serves as a key resource to management, Human Resources Advisors, the Human Resources Business Partner, and plays a lead role in the development and implementation, and administers labour relations programs, policies, and initiatives that support organizational and people-management objectives.

Essential Qualifications:

Education:

Bachelor's degree from a recognized university with specialization in human resources, management, public or business administration or an acceptable combination of relevant education and experience

Language Requirements:

Bilingual imperative with proficiency at CBC level. If you are unsure of your proficiency level, we encourage you to self-assess here

Experience:

- Significant experience providing strategic labour relations advice and guidance on a broad range of workplace issues in an operational environment, including grievance management, duty to accommodate, performance management, and conflict resolution.
- Significant experience managing complex complaints and workplace issues and complaints, including conducting detailed analysis of relevant facts, evidence, assessing risk, contextual information, and recommending appropriate courses of action.
- Leading administrative investigations, including planning investigative approaches, conducting interviews, assessing evidence, preparing reports, and providing recommendations to management.
- Interpreting and applying legislation, collective agreements, policies, directives, and procedures to support sound decision-making.
- Preparing and delivering recommendations, briefing materials, and presentations to management at all levels.
- Experience establishing and maintaining effective working relationships with management, union representatives, and other interest holders to support constructive labour-management relations.

Knowledge of:

- Labour relations legislation, policies, collective agreements, and emerging trends in labour relations and administrative law jurisprudence.
- Labour relations functions and practices, including grievances, discipline, performance management,



duty to accommodate, workplace conflict resolution, and administrative investigations.
- Redress mechanisms and dispute resolution processes under the Federal Public Sector Labour Relations Act, the Canadian Human Rights Act, and related legislation.
- Principles of procedural fairness, evidence assessment, and administrative investigations.

Ability to:

- Communicate clearly and concisely in English and French, both orally and in writing, including the ability to adapt messaging, style, and approach to suit the audience and situation.

Asset Qualification:

- Experience working in a Regulatory/science-based organization
- Professional HR designation (e.g., CHRP)
- Experience in mediating or influencing outcomes to workplace conflicts or disputes
- Experience leading and supporting labour relations projects and initiatives
- Experience in preparing cases for review by third party jurisdictions such as, but not limited to:, Provincial or Federal Human Rights Commissions, and Grievance Arbitration or Adjudication Boards/Tribunals

Operational Needs: All CNSC staff are subject to the Mobility Directive.

Overtime: Overtime may be required.
