We are seeking an experienced Senior Product Manager with strong expertise in Agile product delivery, enterprise mobile applications, user-centred design, product roadmaps, technical decision-making, digital credentials, mobile technologies, backend services, stakeholder engagement, and emerging digital identity standards

. The successful candidate will lead agile product delivery for digital credential solutions, work closely with engineering, UX, DevOps, policy, and external stakeholders, manage product roadmaps and dependencies, and provide technical and product leadership across the digital credential ecosystem.

Must Have

- Experience as a Product Manager with Mobile application experience.
- Agile and user-focused Product Manager experience delivering enterprise mobile applications and digital products.
- Strong technical background with hands-on software development knowledge across mobile technologies (Kotlin, Swift, React Native) and backend services (Node.js, Go, Python).
- Proven ability to collaborate effectively with cross-functional engineering teams, business partners, and external stakeholders to drive product success.
- Experience managing product roadmaps, project timelines, dependencies, and risks, while providing clear executive-level reporting on milestones, progress, and success metrics.

Key Responsibilities
- Agile Product Delivery
- Lead agile product delivery for digital credential solutions, supporting iterative design, testing, and continuous improvement.
- Facilitate sprint planning, backlog prioritization, stand-ups, and cross-functional team ceremonies to ensure smooth execution.
- Apply user-centred design principles and insights from research, analytics, and real-world usage to guide product decisions.
- Develop and maintain the product roadmap, aligning service needs, technical capabilities, regulatory trends, and industry standards.
- Drive collaborative working sessions, design sprints, and alignment workshops across product, engineering, UX, DevOps, and policy teams.
- Promote team self-organization, remove blockers, and coordinate dependencies across multiple partners and stakeholders.
- Product Strategy, Communication & Stakeholder Engagement
- Communicate complex product and technical concepts to executives, business teams, developers, and external partners in clear, accessible ways.
- Evaluate technical feasibility, risks, and trade-offs across various components, including digital wallet, agent, backend, and other ecosystem components.
- Build trusted relationships with partner ministries, industry groups, and governance bodies.
- Provide subject-matter leadership on Verifiable Credentials, model implementations, security, and privacy.
- Translate emerging standards and architectural concepts, such as attestation, credential binding, and status lists, into actionable product requirements.
- Contribute to interoperability planning and adoption of key standards to ensure alignment with industry direction and trust frameworks such as PCTF, NIST, and eiders.

Experience And Skill Set Requirements Agile Product Leadership, Collaboration & Delivery – 35%

- Establish and maintain the agile environment required for teams to build, test, and iterate on user centred digital credential products.
- Lead and coordinate multidisciplinary teams through daily stand-ups, sprint planning, backlog refinement, retrospectives, and iteration reviews.
- Apply user cantered design practices to ensure product decisions are informed by user research, accessibility needs, and real-world usage patterns.




- Manage iterative product development cycles, validating features through rapid prototyping, user testing, feedback loops, and continuous improvement.
- Define the product roadmap, aligning service needs and technical features with business goals.
- Translate market, regulatory, and standards trends into actionable product direction.
- Own product KPIs and success metrics such as adoption, credential issuance volume, and trust scores.
- Manage the agile process for multidisciplinary teams, including:

- Product managers

- Developers

- UX designers

- Researchers

- DevOps engineers

- Architects

- Content creators

- Identity/security specialists
- Remove delivery obstacles and coordinate with internal and external partners to maintain delivery momentum and unblock dependencies.

Communication, Stakeholder Engagement & Technical Decision Support – 35%
- Build strong, collaborative relationships with internal teams, partner ministries, industry partners, and governance bodies involved in digital credential ecosystem work.
- Communicate complex technical and product concepts clearly to diverse audiences, including executives, business units, developers, policy teams, and external stakeholders.
- Work closely with engineering teams to evaluate solution options, trade-offs, technical feasibility, operational risks, and performance implications across mobile app wallet, agent, and backend components.
- Set clear expectations for delivery timelines, risks, milestones, and dependencies, ensuring transparency and alignment across all stakeholder groups.
- Identify and escalate issues, risks, and blockers early, driving timely resolution and ensuring product continuity.

Technical Expertise – 20%
- A solid computer science foundation that supports clear, effective communication with software engineers and technical specialists, enabling informed decision-making and technical alignment.
- Has demonstrated previous experience with hands-on development and/or architecting software solutions. Examples may include, but are not limited to:
- Knowledge and experience with developing software with at least one primary stack, such as:
- Kotlin / Swift / React Native for mobile
- Node / Go / Python for backend services
- Systems design that considers services, data stores, queues, APIs, security monitoring/logging, and scaling requirements.
- Robust familiarity with API design, micro services patterns, and modern cloud infrastructure (Azure/AWS), supporting scalable and secure product delivery.
- Proven hands-on experience building software solutions, including but not limited to the development of open SDKs, backend APIs, and other technical components that support product delivery.
- Practical experience working with modern mobile technologies, such as React Native, Swift, Kotlin, or similar frameworks, enabling effective collaboration with engineering teams across platforms.
- Demonstrated understanding of mobile app architecture, e.g. SDK management, API integration, and related architectural considerations.

Digital Credentials Subject-Matter Expertise – 10%
- Understand and articulate the technical architecture of the digital credentials ecosystem, including wallet components, credential issuers, verifiers, and trust registries, to ensure product decisions align with platform capabilities and ecosystem constraints.
- Stay constantly informed on industry standards and innovations in digital credentials wallet.
- Assess the impact of evolving digital identity frameworks, such as PCTF, NIST, and eiders, on product functionality, compliance,



trust scoring, and integration strategies.
- Understand and articulate the roles and interactions of issuer, holder, and verifier, including trust chain considerations, protocol flows, and governance implications.
- Evaluate and translate technical requirements related to:

- W3C VC

- Decentralized identifiers (DIDs)

- Credential status

- Revocation mechanisms

- Cryptographic assurances
- Secure exchanges

into clear product features and roadmap priorities.
- Translate technical concepts, such as attestation, holder binding, revocation registries, and storage models, into user-focused requirements and clear documentation that informs design, development, and stakeholder decisions.
- Contribute to standards discussions, ecosystem alignment, and interoperability planning for digital credential platforms and wallets.
