On behalf of our public sector client, Affinity is seeking a Program Manager – IT Infrastructure to support the management of information technology (IT) infrastructure and the technical requirements of multiple major capital construction and renovation-based projects.
The Program
Managers’ responsibilities will include the provision of strong leadership in delivering multiple complex projects simultaneously, with many stakeholders and many complex needs.
The Program
Manager(s) will report to the Director of Health Facility Services and will support all aspects of program management. This is a highly visible, busy, and challenging role that will be focused on supporting major capital construction projects.
Key Responsibilities / Deliverables
- Lead the overall planning, coordination, and delivery of the IT scope across multiple complex, high-priority capital construction projects.
- Develop project dashboards, metrics, and reporting to track program progress and performance.
- Oversee procurement activities and financial tracking throughout the project lifecycle.
- Provide regular communications and updates to executives, stakeholders, partners, and end users.
- Lead organizational change management activities associated with project delivery.
- Prioritize critical milestones and effectively manage competing project demands and priorities.
- Manage multiple concurrent complex projects while ensuring successful outcomes.
- Support and lead cross-functional teams in a collaborative, innovative, and results-oriented environment.
- Provide leadership, coaching, and guidance to project team members as required.
- Manage project planning, coordination, change management, transition activities, and stakeholder communications.
- Organize, facilitate, and document critical project meetings and governance activities.
- Coordinate stakeholders throughout design, construction, implementation, and transition phases.
- Develop and maintain detailed project schedules, including executive-level milestone plans.
- Manage procurement processes, contracts, and vendor coordination.
- Coordinate all IM/IT-related activities across large infrastructure and construction programs.
- Lead project scope development, planning, scheduling, risk management, and execution activities.
- Develop and manage IM/IT budgets throughout the project lifecycle.
- Manage issues, risks, escalations, and decision tracking.
- Coordinate site activities and stakeholder engagement across project locations.
- Assign priorities and identify resources required to meet project objectives.
- Prepare, monitor, and communicate approved project charters, schedules, budgets, and project plans.
- Track and report project variances, budget impacts, schedule changes, and risks.
- Provide regular program and project status reporting to leadership.
- Oversee all project phases, including planning, design, construction, commissioning, transition, and validation.
- Advise leadership on project risks, mitigation strategies, and delivery concerns.
- Perform additional project-related duties as required.
Mandatory Requirements
- Minimum 11 years of project management experience within building construction, IT, or related industries.
- Experience supporting IT infrastructure initiatives within large capital construction projects.
- PMP (Project Management Skilled) or PgMP (Program Management Professional) certification.
- Formal training in PMI project management standards and methodologies.
- Ability and willingness to travel throughout Saskatchewan for project and site visits.
- Available to work full-time in a hybrid or fully remote environment.
- Must be legally authorized to work and reside in Canada.

- Bachelor’s degree in:
- Information Technology
- Engineering
- Computer Science
- Related discipline
- Equivalent combination of education and relevant experience will be considered.

- Advanced written and verbal communication skills.
- Demonstrated ability to translate complex technical concepts into business-focused language.
- Experience communicating effectively with executives, project teams, vendors, and stakeholders.
Leadership & Project Delivery
- Strong leadership, facilitation, and relationship-management skills.
- Demonstrated ability to influence stakeholders and drive successful project outcomes.
- Experience leading cross-functional teams through complex project initiatives.
- Strong diplomacy, negotiation, and conflict-resolution skills.
Construction & Infrastructure Knowledge
- Knowledge of standards, codes, regulations, and best practices related to construction and facility projects.
- Experience supporting technology implementations within healthcare, infrastructure, or large capital programs.
Technical & Administrative Skills
- Advanced proficiency with:
- Microsoft Office Suite
- Microsoft Teams
- Project reporting and dashboard tools
- Experience with budgeting, procurement oversight, financial tracking, and vendor management.
Professional Skills
- Excellent organizational and time-management abilities.
- Strong problem-solving and decision-making skills.
- Ability to adapt to changing priorities and evolving project requirements.
- Experience managing multiple concurrent, high-priority initiatives in fast-paced environments.
Ideal Candidate
- Senior Project Manager with extensive experience leading IT infrastructure initiatives within major capital construction or healthcare environments.
- Strong background in project governance, procurement, budgeting, stakeholder management, change management, and executive reporting.
- Proven ability to deliver large, complex projects on time and within budget while managing competing priorities and diverse stakeholder groups.
