Position Summary The Payroll & Administrative Clerk performs duties assigned that ensure the effective, efficient and accurate operations of the payroll and administrative departments. Consistently ensuring accounting and payroll system internal and external deadlines are met, policy implementation and assisting in providing accounting, finance-related and payroll support to the Administration and Payroll Manager as well as the Controller

POSITION SCOPE/IMPACT OF ERROR The impact of errors in the performance of duties for this role can have significant repercussions on both Finance and Payroll departments. Inaccuracies can lead to incorrect employee payments resulting in employee complaints and potential legal implications. Moreover, inaccurate processing in the finance department, miscalculations, and missing deadlines can incur penalties or interest charges.

Therefore, meticulous attention to details and adherence to the policies are essential to the efficiency of this role.

Essential Duties And Responsibilities

Support to Payroll Department

- Process salaried and hourly payroll for unionized and non-unionized staff whenever main payroll staff are not available which would include verifying timesheets, performing calculations, balances, inputs and transmits the payroll,



setting up new hires or termination and maintaining checklists before payroll is processed, required for the full cycle of payroll.
- Updates employee information including reports to update changes in vacation, sick leave and salary rates.
- Formats current pay journal entries received from external payroll service provider and downloads into the financial system. Prepares monthly accruals and reversal entries and uploads them into the financial system.
- Oversee the union payments on a monthly basis.
- Provides and maintains monthly lists of employees who are paying benefits outside of payroll, making sure funds are collected on a monthly basis and recorded effectively in the accounting system.
- Process year-end payroll functions include T4/T4As, T2200.
- File yearly WCB reconciliations, EHT yearly reconciliations.
- Reviews year-to-dates, balances to Canada Revenue Agency statements, prepares and processes information and adjustments for T4/T4A's.
- Provide payroll related reports for internal and external shareholders, create reports in the format as required by stakeholders, compensation report, staffing reports, and others that may be required as needed

Benefits Administration

- Administer the group benefits and pension plans, solely responsible for enrolling and terminating employees.
- Administer employee benefits related to payroll such as health insurance, retirement plans and other deductions.
- Ensure accurate and timely processing of benefit enrollments and changes.
- Monthly reconciliations on the benefit plan within financial statement.
- Creating pension payments to the provider and reconciling with the financial statement.

Support to Administration Department (float position)

- Reception management (backup role only), greet and assist visitors, answer phone calls and maintain a welcoming front desk atmosphere.
- Direct inquiries to the appropriate personnel and manage incoming and outgoing mail.
- Monitor and replenish office supplies, ensuring a well-equipped and organized workspace.
- Coordinate grocery purchases, manage inventory and ensure a consistent supply of refreshments for the office.
- Purchase items as requested by the Payroll and Administration manager on a day-to-day basis.

Other Duties And Specialized Routines

- Prepare for and participate in internal and external payroll audits.




- Ensure that all documentation is organized and readily available.
- Create working papers on a monthly basis for account reconciliations for the auditors related to payroll related accounts on Sage 300.
- Assists with the preparation of program budgets by providing information as identified.
- Provides vacation coverage support for accounting staff.
- Completes year end sorting and filing of documents for storage purposes.

Other duties as related to the position and as reasonably assigned by the supervisor, or as circumstances dictate, all within the context of The Link’s Mission, Vision, and Guiding Principles as well as a strong and progressive customer service and community service orientation.

Qualifications

Education

- Post secondary education in Payroll, Accounting and/or Finance

Experience

- Minimum 2 years relevant experience in Accounting and computerized payroll system
- Experience in accounts payable, accounts receivable and payroll
- Experience in JCP Modules
- Experience working in a not-for-profit setting is an asset

Knowledge, Skills And Abilities

- Understanding of accounting and payroll principals
- Computer experience in accounting software (Sage 300), Payworks, and Microsoft Office Suite
- Knowledge of legislative rules and regulations governing payroll
- High level accuracy and attention to detail
