Position Overview The Government Services Integration Cluster is seeking a Senior Project Manager/Leader to provide project management leadership for large-scale, complex, high-profile, and high-risk Ontario Public Service (OPS) I⁢ initiatives.
The successful candidate will be responsible for planning, directing, coordinating, and delivering enterprise-level projects while ensuring that project deliverables meet business requirements within established scope, schedule, budget, quality, and resource constraints.
This role requires a senior project management professional with strong experience working across business and I⁢ teams, managing multi-year and multi-million-dollar initiatives, coordinating stakeholders and technical teams, and delivering technology solutions within a public-sector environment.
Key Responsibilities
- Provide senior-level project management and leadership for large-scale, complex, high-profile, and high-risk OPS I⁢ initiatives.
- Lead projects across the full project lifecycle, from initiation and planning through implementation, deployment, transition, and closure.
- Manage project scope, schedule, budget, resources, risks, issues, changes, dependencies, and deliverables.
- Manage and coordinate stakeholders across business and I⁢ teams.
- Lead multi-year, multi-million-dollar projects and ensure effective financial and resource management.
- Validate financial forecasts and cost assumptions and provide ongoing reconciliation of project resources and expenditures.
- Define, formulate, and validate business and technical requirements, business problems, business objectives, product visions, goals, and expected outcomes.
- Assign resources and maintain project backlogs, in-progress tasks, and completed deliverables using project and collaboration tools.
- Collaborate with business, IT, legal, policy, communications, and privacy teams.
- Plan and coordinate business, operational, and information technology deliverables required for successful initiative delivery.
- Lead and coordinate technology deployment and rollout activities.
- Coordinate end-to-end electronic solution delivery, including underlying technologies, processes, environments, and dependencies.
- Lead and facilitate QA activities and processes.
- Lead, facilitate, and initiate large-scale technology infrastructure procurements.
- Prepare and maintain project documentation, business cases, privacy documentation, financial documentation, communications documentation, and IT documentation.
- Support Requests for Service, Requests for Information, Privacy Impact Assessments, Threat Impact Assessments, and related project documentation.
- Apply appropriate software development methodologies, including Agile/Scrum and scalable Minimum Viable Product (MVP) approaches.
- Apply public-sector ITIL processes, including incident management, release management, problem management, and support models.

2. Technical, Deployment & Project Integration – Mandatory
- Experience utilizing, managing, and understanding software development methodologies, including Agile/Scrum and scalable Minimum Viable Products (MVPs).
- Experience with IT project management involving Oracle Siebel CRM.
- Experience with I⁢ technology site deployment and rollout.
- Experience leading, facilitating, and initiating large-scale technology infrastructure procurements.
- Experience defining, planning, orchestrating, and delivering initiatives involving:
- Business deliverables
- Operational deliverables
- Information technology deliverables
- Experience with the underlying technologies and processes required to deliver an end-to-end electronic solution.
- Technical knowledge of Oracle and related deployment environments sufficient to coordinate and lead technical activities.
- Experience leading QA activities and processes.
3. Documentation – Mandatory
Experience creating and managing documentation such as:
- Business cases
- Privacy Impact Assessments (PIAs)
- Threat Impact Assessments
- Financial documentation

Public
Sector / ITIL – Mandatory
- Experience with Public Sector ITIL processes, including:
- Incident management
- Release management

Nice-to-Have Qualifications
- Experience with Ontario Public Service (OPS) business processes.
- Knowledge of OPS gating procedures.
- Knowledge of OPS project management requirements and business rules.
- Knowledge of government network and desktop infrastructure procurement, implementation, and support models.
Ideal Candidate Profile The ideal candidate will be a highly experienced enterprise IT Project Manager/Leader who has successfully delivered complex, high-risk technology initiatives involving significant budgets, multiple stakeholder groups, technical teams, and enterprise deployments.
Candidates should be able to demonstrate strong hands-on experience in Agile/Scrum delivery, enterprise project governance, financial management, technology deployment, QA leadership, Oracle/Siebel environments, ITIL processes, and public-sector IT project delivery.
