Position Summary:

Under the direction of the VP, Acute Care, Public Health and Chief Nursing Officer, the Manager, Clinical Workforce Onboarding & Development is responsible for the strategic leadership, planning, implementation, and evaluation of clinical workforce onboarding, orientation, professional development, mentorship, and retention initiatives across the organization. The role ensures new and existing clinical staff are equipped with the structured support required to deliver safe, high-quality, patient-centered care.

Working in partnership with operational leaders, clinical educators, human resources, professional practice leaders, academic institutions, and external partners, the Manager develops and sustains cutting-edge workforce development programs that support clinical staff recruitment, retention, succession planning, leadership development, and organizational culture. The Manager provides leadership across all clinical programs to strengthen workforce capacity, competency, engagement, and career progression. The position of Manager functions in a manner consistent with, and supports the mission, vision and values of the Interlake-Eastern Regional Health Authority.

Qualifications:

- Baccalaureate Degree in Nursing.
- Post-graduate education in a related field.
- Current registration and good standing with the appropriate professional regulatory body.

- Additional education or certification in leadership, adult education, quality improvement, project management, or organizational development is considered an asset.
- Strong knowledge of healthcare workforce planning, professional practice, and clinical education.
- Understanding of adult learning principles, competency frameworks, and professional development methodologies.
- Knowledge of healthcare accreditation, quality improvement, patient safety, and regulatory standards.
- Experience leading clinical education, professional practice, workforce development, onboarding, or organizational learning initiatives.
- Demonstrated experience in change management, project management, and program development.
- Experience working in complex healthcare environments, including acute care and community/public health settings.
- Experience managing teams, budgets, and strategic initiatives.
- Strong analytical and data-driven decision-making skills.
- Excellent communication, presentation, facilitation, and relationship-building abilities.
- Ability to influence and collaborate across multiple disciplines and organizational levels.
- Solid leadership, coaching, and mentoring capabilities.
- Ability to lead change and drive innovation in workforce development.
- Demonstrated ability to function effectively as a member of a team.
- Demonstrated effective communication skills, both verbal and written, with individuals and groups.




- Demonstrated ability to adapt and apply knowledge/skills in a variety of environments across a variety of electronic systems and applications.
- Evidence of ongoing professional development.
- Demonstrated ability to work and make decisions both independently and interdependently.
- Valid Manitoba driver’s license.
- Mental and physical ability to meet the demands of the position.
- Given the cultural diversity of our region, the ability to communicate in more than one language would be considered an asset.
- Proficiency of both official languages is essential for target and designated bilingual positions.
- Completes and maintains a satisfactory pre-employment security check.
- Satisfactory employment record.
