Title OCJ Intranet MOD - 1x Web Spec. (Int) - 190 + 90 Days

Description Onsite role, 7.25 hours/day between 8 AM–5 PM, Monday–Friday.

Scope

- Website & intranet development with graphics design.
- Implement user-centric WordPress intranet for Ontario Court of Justice.
- Develop, update, analyze, and edit content & functionality.
- Ensure compliance with Government of Ontario standards.
- Document best practices for ongoing maintenance.
- Translate UX/UI wireframes into functional components.

Deliverables

- Develop custom templates per UX/UI specs.
- Create graphics & navigation components.
- Research/integrate plugins.
- Implement WordPress CMS in staging/production.
- Code in PHP, JS, HTML, CSS.
- Ensure accessibility & usability across devices.
- Migrate existing content.
- Create documentation, style guides, and maintenance processes.
- Train IT/business staff.

Mandatory Requirements

- 4+ years experience.
- Enterprise website analysis, design, testing, implementation.

Desired Skills

- Accessibility testing (WCAG 2.1 AA+).
- Content creation & strategy.
- Knowledge of AODA.
- HTML5, CSS3, XML, JS, NodeJS, React, Vue, Angular, PHP, MDBootStrap.
- Open Source tools: Linux, WordPress, Drupal, Solr/Elasticsearch, Git, Apache.
- Responsive design techniques.




- LAMP stack familiarity.
- Migration across platforms.
- Windows Server, IIS.
- Azure Web Services (WordPress, DBaaS).
- Tools: Figma, Sketch, InVision, Adobe Suite, Zeplin, OmniGraffle.
- UX/UI design, multilingual websites, usability testing.
- Information architecture, metadata templates, content mapping.
- AI tools (GitHub Copilot).
- Application architecture: PHP, Java, JS, Angular, Node, MySQL, MongoDB, Drupal, Twig, Elasticsearch.
- Security standards, technical documentation.
- Agile project management (Azure DevOps).
- OPS web standards, governance, legislative framework.
- Editing, converting documents to accessible content.
- Solid communication & teamwork.

Evaluation Criteria

- Technical Skills (40 pts): HTML5, CSS3, JS, PHP, frameworks, WordPress, Drupal, Azure, GitHub Copilot.
- Functional Knowledge (35 pts): Interface design, multilingual sites, IA, content creation, security standards.
- Systems Analysis (25 pts): Accessibility (WCAG/AODA), OPS planning, Agile, communication.

Knowledge Transfer

- Deliver research data, designs, templates, graphics, documentation.
- To PM & team via meetings/SharePoint/Teams.
- Throughout project lifecycle.
