ABOUT THE ROLE
Reporting to the Program Manager Delivery Performance this position is responsible for maintaining the implementation of the Capital Support Services, Water and Wastewater project portfolio management application. Assists with continuous improvement of project and program delivery methodologies, program development and business planning activities. Prepares reports, coordinates capital program delivery compliance activities, and provides project management support for Capital Support Services, Water and Wastewater led projects.
WHAT YOU'LL BE DOING
- Operates and maintains the project portfolio management application, including site content, administration, user access and provides user training and support.
- Works with internal resources and vendors to resolve system performance and functionality such as site set-up, access, troubleshooting, and customization.
- Prepares and issues quarterly reports on the project portfolio management application.
- Assists in the development and maintenance of departmental project and program delivery methodologies such as charters, scoping, schedules, cost estimating, templates, checklists, standard operating procedures, process maps, meeting templates, contact lists, and project management files.
- Provides project management and coordination support.
- Develops and coordinates the loading and customization of project and portfolio schedules.
- Coordinates the initial development of project schedules for phases of project and program delivery.
- Prepares and distributes regular capital program delivery reports to internal and external stakeholders.
- Assists with peer review of capital portfolio estimates and participates in peer review meetings.
- Supports business planning by analyzing project portfolios to help develop accurate forecasts, inform capital budget planning, and ensure alignment with the 10-year capital plan.
- Coordinates and leads minor capital program gate review meetings with project delivery teams.
- Prepares capital portfolio delivery lessons learned reports for management.
WHAT WE'RE LOOKING FOR
- Successful completion of a Community College Diploma or approved equivalent combination of education and experience.
- Minimum three (3) years demonstrated experience performing project and/or portfolio management and/or project coordination activities for community servicing infrastructure (utilities, roads, water or wastewater).
- Demonstrated work experience with SharePoint, MS Project or other similar web page portals and project/portfolio management software solutions.
- Knowledge of municipal infrastructure projects, construction delivery and asset management practices.
- Analytical skills to evaluate system and business process performance
- Advanced skills in virtual platforms and MS Office Suite including the use of virtual platforms, report development software and business intelligence tools.
- Ability to demonstrate the Region’s core competencies.
- Strong interpersonal skills and ability to connect with a range of internal and external partners while focusing on fostering collaborative work relationships.
- Strong ability to develop relationships and work in a welcoming and inclusive environment, where diversity is celebrated and where everyone can develop to their full potential.
- Ability to manage multiple tasks to meet time sensitive deadlines.
- Ability to travel to offsite locations in a timely and efficient manner, as required.
