Be a member of an award-winning legal team at Infrastructure Ontario (IO) and support transformative projects for the Province.

The Legal Services department plays a critical role in our organization by providing comprehensive legal support across various domains.

Comprising Corporate

Legal, Project Legal, and Real Estate Legal divisions, the department ensures legal compliance, safeguards the organization's interests, and facilitates smooth project delivery.

The Project

Legal team provides legal support for IO’s Capital Delivery and Development and Asset Management project teams including providing high-quality and commercially minded advice and services during the planning and transaction phases of large and complex projects.

As Legal Counsel or Senior Legal Counsel, you will lead sophisticated, high impact work on transit-oriented communities, long term care and other bespoke land development initiatives. Supporting the Development and Asset Management team you will advise internal clients and senior management on real estate development, managing expropriations, municipal planning, open market offerings, and related commercial matters. This is an opportunity to take meaningful ownership of complex files while working alongside experienced legal and multidisciplinary professionals.

You will build expertise at the intersection of real estate development, public-sector infrastructure, commercial transactions and government decision-making—and see your advice translate into projects that benefit communities across Ontario.

What You Will Do: Provide legal support to the Development and Asset Management team in the delivery of land development projects for the Province. Projects include transit-oriented communities, attainable housing, long term care, and other bespoke land development initiatives.

Provide high-quality legal advice, including legal drafting, verbal and written advice, memos and briefing notes, researching legal matters, and explaining complex legal issues to business clients. Independently manage projects, proactively identify and mitigate risks, and propose commercially minded solutions.

Be the lead lawyer working on several projects simultaneously which are at different stages of a project lifecycle. Partner closely with multidisciplinary internal teams alongside engineers, architects, project managers, finance experts,



procurement specialists, external counsel, government and other stakeholders to deliver successful project outcomes.

Represent Infrastructure Ontario in communications with external and government stakeholders.

Manage external counsel effectively to ensure efficient and high-quality service.

Ensure compliance with legislation, policies, procedures, and directives that apply to Infrastructure Ontario.

Educate legal team and internal clients on legal matters through discussions and presentations.

Assume other legal duties as assigned.

Who You Are: Bachelor’s degree in Law or Juris Doctorate degree and membership in good standing with the Law Society of Ontario.

At least two (2) years’ experience practicing law in one or more of the following areas: real estate development, municipal planning, procurement, corporate/commercial, or commercial real estate.

Experience in complex real estate development projects is strongly preferred.

Highly competent, diligent, analytical, and detail-oriented.

Ability to independently manage projects, proactively address issues, take initiative to manage risks, and propose commercially-minded solutions.

Excellent communication and interpersonal skills, including the ability to explain complex legal issues in a explicit manner to non-legal audiences.

Ability to collaborate effectively as a team member and represent and negotiate on behalf of Infrastructure Ontario in a variety of forums.

Confidence to advocate constructively for Project Legal’s perspective with commercial and other stakeholders – offering principled challenge and practical solutions while building trusted client relationships.

Ability to simultaneously work on numerous files in a fast-paced and multi-tasking setting with changing priorities.

Ability to manage multiple stakeholders, deliverables, and processes through different stages of a project (planning, market offerings, negotiation, closing, and implementation).

We offer a competitive salary range of:

$125,000 to $155,000 (L1 Level) for Legal Counsel and $165,000 - $183,000 (L2 Level) for Senior Legal Counsel.

Pay will align with skills, knowledge and experience of the candidate. The successful candidate will be appointed at the Legal Counsel or Senior Legal Counsel level based on the depth of relevant experience, demonstrated judgment, and ability to lead complex transactions independently.
