Job Title: Project Manager/Leader - Senior
Location: Toronto, Ontario
Work Model: Hybrid
Duration: 10 months
Extension: 1 Time
Must Haves
- 10+ years of senior project management experience
- Experience leading large, complex and high-profile multi-disciplinary projects with multiple business and IT stakeholders with solid scope-budget-schedule and IRAD management skills.
- Proven experience in leading digital initiatives from concept to launch leading progressive stages – Concept, Discovery, Design, Prototype, Implementation and Go-Live
- Proven experience leading stakeholder consultations, facilitation and consensus building. Build positive relationship with the project team and external parties and provide strategies and actions to overcome resistance to change, while capitalizing on forces in support of change.
- Political acuity to collaborate, share information, and lead/participate in relationship-building forums with multi-disciplinary stakeholders. Ability to develop and facilitate IT partnerships with business clients and ensure understanding of business directions, objectives, and priorities.
- Experience managing vendor teams through planning, milestones, guidance, policies, procedures and project deliverables.
- Ability to influence vendor teams for on-scope, on-time, on-budget, quality and timely completion of vendor deliverables integrated with client deliverables.
Description / Responsibilities / Skills
Key Responsibilities
- Provide project management leadership and expertise of large scale, highly complex, high profile, multi-jurisdictional and enterprise-wide Discovery initiative following Ontario Digital Standard.
- Ensure the project is delivered cost effectively and efficiently, and in compliance with organization's methodologies, digital standards and governance frameworks.
- Manage project governance committees (steering, gating, checkpoints); project financials; resources; stakeholders; project reporting and escalation.
- Manage interdependencies and resolving complex issues across multiple project streams.
- Provide analysis, strategic recommendations and advice to reporting Management on various options brought forward by vendor and IT partners.
- Coordinate and complete Digital First Assessment (DFA) for the Discovery phase.
General Skills
- Demonstrated experience leading and overseeing Discovery project from inception through to project close-out,
coordination of Digital First Assessment (DFA) and any required transition to operations, business planning, benefits identification and organization funding requests for I⁢ projects.
- Experience leading and facilitating user research, service design, journey maps, jurisdictional scan and conceptual solution and problem statement development.
- Demonstrated experience understanding and articulating business and IT executive expectations and translating into project deliverables.
- Experience developing procurement artifacts including RFS, SOW/Contract, approvals, etc.
- Plan and lead project deliverables using Agile and OPS Digital approaches.
Leadership and Communication Skills and Experience
- Experience in business transformation and change management expertise related to implementing new solutions and business processes with broad implications.
Desirable Skills
- Knowledge and understanding of OPS enterprise architecture practices, specifically business and information architecture.
- Knowledge and understanding of Information Management principles, concepts, policies and practices using both predictive and Agile methodologies.
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
Deliverables
- Coordinate and complete Digital First Assessment (DFA) for the Discovery phase.
- Procurement artifacts including RFS, SOW/Contract, approvals, etc.
- Presentations, dashboards, briefing papers and submissions, business cases and status reports to different types of audiences including senior executives.
Experience & Skill Set Requirements
Project Management Experience – 30%
- Demonstrated experience leading and overseeing Discovery project from inception through to project close-out.
- Experience working with project governance committees (steering, gating, checkpoints); project financials; resources; stakeholders; project reporting and escalation.
- Proven experience of working with Senior Leadership,
building Executive audience level products and presenting the products in line with leadership expectations.
- Proven experience leading large-scale transformation projects through Change process by implementing strategies and actions to overcome resistance to change.
- Formal project management training/certification such as PMP, Scrum, Agile to apply best practices knowledge to unique and dynamic situations
Leadership and Communication Skills and Experience – 20%
- Proven experience in producing exceptional presentations, dashboards, briefing papers and submissions, business cases and status reports to different types of audiences including senior executives.
- Ability to foster strong senior leadership and executive relationships through broad business and IT governance tables.
- Experience in business transformation and change management expertise related to implementing new solutions and business processes with broad implications. Practical experience supporting strategic IT investment planning decisions, including supporting business case development for new system implementations/enhancements.
Stakeholders Engagement and Relationship Building Skills – 25%
- Strong facilitation, negotiation skills and diplomacy to lead consultations, resolve issues, defuse tensions and obtain buy-in from wide and diversified working groups and internal and external stakeholders.
- Ability to manage business stakeholders' expectations and understand business processes and requirements to ensure project scope, business needs and requirements are clear, and agreed on, by all key stakeholders.
- Experience working collaboratively with various stakeholders including vendors, influencing outcomes, and obtaining buy-in from senior level management, key stakeholders, and client management.
Procurement and Vendor Management Experience – 20%
- Procurement knowledge and skills to develop RFS/RFP following organization policies for the acquisition of services vendor, business solutions and project staff.
Public Sector Experience – 5%
- Experience leading large and complex multi-disciplinary Discovery and IT/business projects for a municipal, provincial or federal government.
- Experience leading Digital First Assessment, Cyber Security, Privacy and Architecture and Project Gating for public sector projects.
