Position Overview

Multi-Phase Industrial & Infrastructure Projects Inc. is seeking an elite Senior IT Project Manager to drive large-scale public sector strategic IT transformation initiatives across multiple government ministries. This is a high-visibility role within a structured, mature governance environment, ideal for a leader who excels at driving enterprise-level technical initiatives from initiation to closure within a centralized Project Delivery Office (PDO).

In this role, you will hold end-to-end accountability for high-visibility public sector initiatives, including enterprise business transformations, application modernization, cloud upgrades, cybersecurity rollouts, and citizen-facing digital services.

Core Responsibilities

As a senior resource within the PDO, you will take end-to-end accountability for project lifecycles, ensuring strict alignment with established standards, stage-gate approvals, and audit requirements.

- Enterprise IT Delivery: Lead and execute complex IT initiatives across multiple ministries, ensuring delivery stays strictly within scope, timeline, and budget allocations.
- Governance & Steering Committees: Establish and facilitate formal project governance structures, prepare executive-level reporting, and confidently guide multi-ministry steering committees through decision-making matrices.
- Organizational Change Management (OCM): Drive the human side of implementations by authoring and executing readiness assessments, communication plans, training timelines, and user adoption strategies.
- Rigorous Project Controls:



Manage detailed project plans aligned with Project Management Institute (PMI) best practices, dynamically tracking scope baseline creep, strict budget metrics, resource allocations, and milestone dependencies.
- Vendor & Stakeholder Alignment: Coordinate deliverables, manage contractual performance, and handle day-to-day integration of third-party vendors within a multi-tiered stakeholder environment.

Candidate Requirements: To be successful in this resource request, candidates must possess a sophisticated blend of technical project controls and elite soft skills:

1. Geographic Availability: 100% availability to work strictly in-person / on-site in Regina, SK.
2. Public Sector Expertise: Proven experience managing IT projects within a government, crown corporation, or heavily regulated public sector environment is highly preferred.
3. Methodology Mastery: Direct experience tracking complex IT projects using structural governance models aligned completely with PMI best practices and stage-gate frameworks. Valid PMP or PRINCE2 certification is required.
4. Executive Presence: Exceptional negotiation, facilitation, and relationship management skills with a track record of interfacing with executives, procurement professionals, and technical teams.
5. Analytical Capability:



Advanced skills in risk mitigation, performance analysis, and tracking project vital signs.
