How you will contribute as part of the TRCA team:

The Senior Manager, Geoenvironmental Services provides expertise and leadership in the development and delivery of TRCA programs, policies and services relating to hydrogeology and geotechnical engineering.

Primary responsibilities relate to requirements defined by the Source Water Protection Act, the Conservation Authorities Act (e.g. slope stability/erosion hazards), and the Planning Act. The team consists of three hydrogeologists and three geotechnical engineers, with 4 staff being direct reports. Work activities are split between team mentoring and management, advising on hydrogeology and geotechnical review of development and infrastructure permit applications, source water protection including project delivery, ground water monitoring and analysis, and reporting; providing analysis and advice to municipal and provincial partners, and acting as an expert witness/subject matter expert on behalf of TRCA.

Major Responsibilities:

- Guides the review of complex permit applications, in collaboration with the planning team, to determine the scope of the hydrogeological review required and confirm or adjust review scheduling as needed
- Leads the documentation, analysis, and updates to hydrogeology & source water management processes and procedures, workflows and business processes to maximize efficiency and long-term management of data collection files in support of TRCA’s strategic goals
- Leads the preparation of technical reports and communications related to projects and programs to guide hydrogeology & source water management research and development activities
- Collaborates with planners on high level or politically sensitivity planning applications to guide client meetings and to support TRCA’s business objectives




- Participates in Ontario Land Tribunal (OLT) and other hearings, tribunals, investigations that may be required as part of a dispute or legal action regarding a permit application, as required
- Leads and manages a team of hydrogeologists and geotechnical engineers to ensure the application of TRCA policy and industry best practice on development applications
- Communicates with team members regularly to assess workload and status of activities, amends work and reassigns staff as needed to direct workflow and accommodate for any situational circumstances.
- Manages employee and team performance.
- Ensures business processes are streamlined, documented and cascaded to team members.
- Builds and maintains external stakeholder relationships; working strategically with internal and external stakeholders, utilizing networks to establish and activate connections to achieve organizational goals and to explore new opportunities

What will you need to succeed:

Education (degree/diploma/certifications/licenses)

- University degree in Environmental Science, Engineering, or a related field
- Professional membership in good standing with the Association of Professional Geoscientists of Ontario (PGO) with P.Geo. designation or Licensed Professional Engineer with Professional Engineers Ontario
- Valid Ontario Class G2 driver's license

Experience

- 7+ years of progressive experience in hydrogeology within a land development, provincial water resources environment, or a related field
- 3+ years progressive managerial experience

Knowledge/Skill/Ability - Competencies

- Thorough knowledge of hydrogeology concepts including experience with groundwater models including MODFLOW, GSFLOW, VIEWLOG, and SITEFX
- Familiar with geotechnical engineering concepts and dam/dike embankment safety review
- Able to assess available resources, forecast needs, and prioritize tasks to achieve TRCA objectives and client requests
- Demonstrated ability to prepare consultant terms of reference and procurement documents
- Demonstrated ability to create culture of empowerment and trust to facilitate effective problem solving and decision making
- Forms strategic relationships with other organizations to improve the customer experiences and advance the protection of hydrogeological resources
- Influential communicator able to facilitate discussions between parties with different perspectives of competing interests and resolve conflicts
- Able to write persuasive or compelling content for the purpose of generating positive responses or heightened interest by others




- Ability to make sound decisions that have organization-wide or political consequences
- Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint
