Job Overview The Mining Engineer will be responsible for the restart and subsequent production organization and operations of the Company's underground mining operations in Canada, utilizing the Room-and-Pillar / Continuous Miner mining method.

As a key technical and management lead for mine restart and production organization, the incumbent will lead the entire process from restart assessment and feasibility evaluation of a suspended mine, development of the overall production plan, and implementation of production activities on site, through to achieving targeted production capacity and operational efficiency.

The position is responsible for ensuring that the mine is restarted and brought into stable operation safely, on schedule, and in an economically viable manner.

Responsibilities

Mine Restart Planning

- Lead the feasibility assessment and overall restart planning for the suspended mine, covering the full process, including rehabilitation of underground roadways and chambers, restoration of ventilation systems, drainage and power systems, equipment inspection and recommissioning, safety readiness, regulatory compliance, and required inspections/approvals.

Overall Production Planning

- Lead and coordinate the development of the overall mine production plan, including:
- Workface/panel and roadway planning and sequencing;
- Equipment selection and supporting equipment configuration, including continuous miners, shuttle cars, roof bolters, feeder-breakers, conveyor systems, and related equipment;
- Workforce and crew organization;
- Maintenance and technical support systems;
- Mining sequence and production scheduling; and
- Production ramp-up plans and targets following mine restart.
- Organize internal reviews, optimization, and approval of the production plan, and drive its effective implementation at the mine site.

Production Organization and Operations Management

- Establish and maintain the mine's production planning and scheduling system, including annual, quarterly, monthly, and weekly production plans, as well as production dispatch and coordination mechanisms.
- Monitor and continuously optimize key operating indicators, including production output, development/advance rates, operating costs, equipment availability, and other key performance indicators (KPIs).
- Coordinate the integration of mining, development, haulage/transportation, ventilation, drainage, power supply, maintenance,



and other production functions to ensure balanced operations and achievement of mine restart and production ramp-up targets.

Site Technical Support

- Providing on-site support for mine restart, production organization, technical guidance, and implementation and adjustment of production plans.
- Identify and resolve technical and management bottlenecks that constrain production, develop corrective and improvement measures, and follow through to ensure effective implementation and closure.

Team Development and Regulatory Compliance

- Participate in the recruitment, development, training, and performance assessment of the local production team, including international/local employees, and help establish an effective cross-cultural and bilingual production management team.
- Understand and coordinate compliance with applicable Canadian federal and provincial mining, occupational health and safety, and employment/labour requirements, ensuring that the mine restart and subsequent production operations are conducted in compliance with applicable laws and regulations.
- Develop the mine restart roadmap and key milestones, clearly defining resource requirements, timelines, critical milestones, and risk control measures for each stage of the restart process.

Requirements

Basic Qualifications

- Bachelor's degree or above in Mining Engineering, Mine Construction, or a related discipline. Candidates with education or work experience in the United States or Canada are preferred. Candidates holding Canadian Permanent Resident (PR) status are preferred.

Professional and Experience Requirements

- Demonstrated hands-on production experience in underground Room-and-Pillar mining using Continuous Miner systems, with a strong understanding of continuous mining processes, supporting equipment, and cycle-of-operation organization.

Experience with restarting a suspended mine or commissioning/starting up a new underground mine is preferred.

- Demonstrated ability to independently develop an integrated mine production plan, incorporating workface/panel planning, equipment configuration, workforce and crew organization, maintenance support, production sequencing,



and mine restart/ramp-up schedules into a comprehensive and executable operating plan.
- A combined technical and production management background is required. Candidates should have both:
- Hands-on underground mining/production experience; and
- Experience in mine production technology, production management, production planning, or a similar operational leadership role.

Candidates whose experience is limited to equipment design or a single technical discipline/function will not meet the requirements of this position.

Preferred Qualifications

- Previous work experience in underground mines in the United States or Canada, particularly operations using Room-and-Pillar / Continuous Miner methods.
- Familiarity with provincial occupational health and safety (OH&S;) legislation and mining regulations in Canada, such as those applicable in Alberta, British Columbia, Saskatchewan, and other Canadian provinces.
- Experience in cross-cultural team management and/or overseas mining projects.
- Fluent in English, with English as a working language. Must be able to independently conduct technical discussions, participate in meetings and presentations, and prepare technical and operational reports in English.
- Fluent in Mandarin.

Pay: $150,000.00-$300,000.00 per year
