Description In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Corporate Director, Legal Services this position is responsible for providing advice on strategic procurement and contracting matters to Legal Services and other internal clients including with respect to pre-planning, planning, contract award, negotiation and contract management processes and related business processes. This responsibility includes supporting Island Health contract managers with the management of the portfolio of Cerner contracts. The Specialist works closely with Island Health stakeholders, including contract specialists and contract managers responsible for strategic contracts, and external parties to support the administration of contract management related duties with an emphasis on risk and compliance for strategic, high value and/or complex initiatives.
The Specialist is an expert in strategic procurement and contracting and supports the identification, gathering, analyzing and documenting of business requirements and processes with a view to reduce the risk to the realization of value through the procurement process and lifecycle via the application of procurement and contracting best practices and governance, risk and compliance processes.
QUALIFICATIONS:
Education, Training And Experience
A level of education,
training and experience equivalent to a Master's degree in a related discipline such as Business Administration and seven (7) years' recent related experience in procurement law, supply chain management, contract management, change management and risk management preferably related to large value strategic and information technology initiatives in the public sector. An applicable and recognized procurement or supply chain designation, in positive standing, is preferred and would be considered an asset.

- Computer proficiency using a PC, standard office software such as Word and Excel, and ability to use Access
- Physical ability to perform the duties of the position
