Recycle NB is a unique, province‑wide organization and the authoritative waste management leader in New Brunswick. Acting on behalf of the province, Recycle NB oversees the end‑of‑life management of tires, electronics, paint, used oil materials, packaging and paper products, pharmaceutical products and medical sharps, beverage containers, batteries and lightbulbs. Driven by a vision for a healthier and more sustainable environment that is waste‑free from materials designated under the Current Brunswick Clean Environment Act—Designated Materials Regulation, Recycle NB is committed to ensuring that all designated waste materials are managed responsibly and reintegrated into a circular economy.
Located in Fredericton, New Brunswick, Recycle NB is seeking a self‑motivated and talented Program Manager to manage and oversee regulated Extended Producer Responsibility (EPR) programs and activities. Reporting directly to the Chief Executive Officer, the successful candidate will ensure that all designated waste materials in the province are managed in a sustainable and environmentally responsible manner, supporting the government's efforts to protect the environment and advance a circular economy in which waste is reused, recycled, and reintegrated. We are a small, dedicated team committed to responsible environmental stewardship, and we foster a friendly, collaborative work environment.
This is an in‑office role located at Recycle NB’s Fredericton office.
What You’ll Be Doing The Program Manager will be responsible for the successful execution of program management activities related to waste reduction and resource recovery. Key responsibilities include:
Program Management (50%): Manage and implement best practices in program development, implementation, and evaluation of the EPR program
Provide program oversight to ensure compliance with relevant regulations, and identify potential compliance issues that require follow‑up and corrective action




Establish and monitor program performance metrics and benchmarks to evaluate program successes or failures
Ensure that programs, activities, and processes support the mission and goals of Recycle NB
Manage Brand Owners and Producer Responsibility Organization (PRO) expectations
Liaise with Brand Owners, retailers, and stakeholders to ensure alignment with program objectives
Provide guidance and oversight for Brand Owner registrations and compliance documentation

Strategic Policy & Development (25%): Provide input, research, and advice for the development of policies and procedures that enable and support optimal organizational and program performance
Collate and analyze information and data relevant to decisions made by senior management and/or government
Facilitate and guide programs and initiatives in waste reduction
Develop and provide materials (e.g., FAQs, guidance documents, compliance bulletins) for regulated parties

Stakeholder Relations & Communications (15%): Establish and maintain a high level of satisfaction through all contacts, providing resolution of issues in a timely, accurate, and professional manner
Support regulated community consultations on compliance‑related topics
Advise regulated parties of their regulatory requirements and program expectations
Promote understanding of the function, operation, and mandate of Recycle NB

Analysis & Reporting (5%): Execute data processes to ensure data accuracy, consistency, completeness, and reliability
Create, analyze, and review reports for internal and external review and presentation
Identify best practices in data processes and regulatory compliance

Administration (5%):



Perform other duties as assigned by the Chief Executive Officer or designate

What We Are Looking For Essential Qualifications:
Bachelor’s degree in business administration, science, engineering, environmental studies, or related discipline plus a minimum of five (5) years of related experience, OR two‑year diploma in environmental studies or related discipline from a recognized community college and a minimum of ten (10) years of related experience
Strong written and spoken English
Project management skills and outstanding documentation abilities
Knowledge and understanding of the function, operation, and mandate of Recycle NB
Demonstrated ability to facilitate and guide multiple innovative programs and initiatives
Demonstrated ability to serve as a knowledgeable resource person for Recycle NB
Results‑driven and metrics‑focused with a passion for continuous improvement
Outstanding interpersonal relationship‑building skills
Possession of, or legal ability to obtain, a valid New Brunswick driver's license
Additional Assets:
Ability to communicate in French
Regulatory compliance and/or program management experience
Understanding of circular economy principles and waste diversion programs
Background with data management and analysis
Demonstrated ability to analyze, synthesize information, and produce appropriate reports
Demonstrated organizational skills with the ability to prioritize and thrive in a climate of change
Discretion and judgment in working with confidential information
Advanced knowledge of Word, Outlook, and Excel
Compensation Salary: $67,600 – $94,406 plus pension and benefits.
