Position Overview

Parslow Heritage Consultancy provides archaeological and cultural heritage services to government agencies and private, municipal and provincial developers in Ontario. PHC is currently seeking a highly skilled Human Resources professional to join our team in this permanent, part-time position. In this multifaceted role, you will provide comprehensive HR support across recruitment, the broader employee lifecycle, and day-to-day operations while serving as a key partner in maintaining positive labor relations. The ideal candidate will champion a collaborative workplace culture, ensure strict compliance with Ontario employment legislation, expertly interpret and administer our collective agreement for unionized staff, and manage our WSIB claims and excellence program.

This position offers a distinct prospect for an HR leader to help drive operational excellence while building strong, productive relationships with leadership, union representatives, and staff alike.

Position Details

- Status: Permanent Part-Time
- Hours: 24–32 hours per week
- Schedule: Flexible, aligned with payroll cycles and operational priorities
- Reporting To: President / C.O.O
- Location: Hybrid

Core Responsibilities 1. Employee Relations & Labour Compliance

- First Point of Contact: Act as the primary contact for HR and labour relations inquiries from both employees and management.
- Union & Labour Expertise: Interpret and apply collective agreements, ensuring all operational practices align with Ontario labour laws, the Employment Standards Act (ESA), and the Ontario Human Rights Code (OHRC).
- Grievance & Conflict Management: Assist with union grievance processes, progressive discipline, attendance management, and performance improvement plans.
- Workplace Investigations: Conduct and document thorough workplace investigations regarding conduct,



policy violations, or harassment concerns, ensuring legally sound documentation.
- Proactive Strategy: Track employee relations trends and recommend proactive adjustments to workplace policies and culture.

2. Recruitment & Onboarding

- Talent Acquisition: Manage job postings and employment offers in partnership with hiring managers.
- Onboarding: Facilitate a seamless onboarding and orientation experience, ensuring all compliance and payroll documentation is completed.
- Offboarding: Coordinate offboarding processes, including termination documentation.

3. HR Administration & Operational Support · Records Management: Maintain up-to-date, highly confidential digital employee records and HR databases.

- Health, Safety & WSIB: Assist with health and safety initiatives, process workplace injury reports, and manage WSIB claims and return-to-work programs.
- Absence Tracking: Manage and track employee leaves of absence, vacation time, and sick days.

Qualifications

- Education: Post-secondary education in Human Resources, Labour Relations, or a related field.
- Designation: CHRP/CHRL designation (or working toward) is considered a strong asset.
- Experience: 3+ years of experience in and HR administration, ideally within a unionized environment.
- Legal Knowledge: Deep understanding of Ontario Employment Standards (ESA), the Ontario Labour Relations Act (LRA), and payroll legislation.
- Technical Skills: Proficiency with HRIS platforms, ADP and Microsoft 365 (advanced Excel, Outlook, Teams, SharePoint).

- Communication: Clear, diplomatic verbal and written communication skills suited for a diverse workforce and union environments.

Pay: $40.00-$50.00 per hour Expected hours: 24.0 – 32.0 per week
