The Project: Mace is seeking a Manitoba-based consultant to support a public-sector transformation program focused on the redesign and modernization of an enterprise-wide capability, service delivery and governance function.This is a 12-month contract with the possibility of extension.This role will involve significant collaboration with business leaders, corporate functions and operational teams to help define future-state structures, accountabilities, governance arrangements, workflows and operating practices.

- You will support current-state assessment activity, including stakeholder interviews, workshops, document review, process mapping and analysis of how training is currently governed, resourced, delivered and maintained.
- You will help identify gaps, role clarity issues, capacity constraints and improvement opportunities across HR, business units and operational training teams.
- You will support future-state training operating model design by validating how training is governed, resourced and delivered, and translating design decisions into implementation actions.
- You will support change activity, including stakeholder mapping, change impact assessment, readiness assessment, adoption planning and communications inputs.

evidence-led input on current-state issues, organizational impacts, change risks and implementation feasibility.
- You will raise risks early where stakeholder alignment, role clarity, governance decisions or readiness may affect delivery.

- You will help build client capability by involving stakeholders in assessment, design, decision-making and implementation activity.
- You will create and maintain practical tools such as stakeholder maps, workshop outputs, operating model design logs, change impact summaries, readiness trackers and action registers.
- You will support knowledge transfer so client teams can continue to govern, refine and sustain the future model after the engagement ends.

You'll Need To Have

- Minimum 3–5 years’ experience in organizational effectiveness, operating model design, organizational change management or learning and development transformation.

- Experience supporting operating model or organizational design work, including roles and responsibilities, governance, decision rights, service delivery models, workflow design and implementation planning.
- Strong change management capability, including stakeholder engagement, change impact assessment, readiness assessment, communications inputs, adoption planning and resistance management.
- Experience working with HR, learning and development, workforce capability, service delivery or operational teams to improve how functions are structured, governed and delivered.
- Ability to facilitate interviews, workshops, working sessions and design discussions with operational stakeholders, managers,



HR teams and senior leaders.
- Ability to analyse current-state issues, synthesize stakeholder input, identify practical improvement opportunities and translate findings into clear recommendations and implementation actions.
- Strong written and verbal communication skills, including the ability to produce concise meeting outputs, design notes, change summaries, action trackers, readiness inputs and decision materials.
- Experience working in complex public-sector, regulated, unionized or operationally critical environments.
- Based in Manitoba, with the ability to work on site with clients in Winnipeg at key points and support local engagement as required by the final client scope and agreed delivery model.

You’ll Need To Have

- Experience supporting enterprise training transformation, learning modernization, workforce capability, HR transformation or service delivery redesign would be an asset.
- Experience with change methodologies such as Prosci / ADKAR, stakeholder analysis, change impact assessment, readiness assessment or adoption planning.
- Experience working in or with Manitoba public-sector organizations, Crown corporations, government agencies or workers compensation environments would be helpful.
- Understanding of unionized environments and the implications for workforce change, role design, capability development, communications and implementation planning.
- Consulting experience or the ability to work comfortably across client, consultant and internal delivery teams.
- Experience supporting safety-related, compliance, operational or regulated training environments, where learning needs to be practical, role-specific, consistently applied and linked to workforce behaviour or service outcomes.
