The Operations Manager is responsible for the operational leadership and coordination of municipal recreation facilities, parks, and recreation assets. Through the leadership of the Supervisor of Facilities & Assets and the Supervisor of Parks & Recreation Assets, the position oversees service delivery, asset management, maintenance programs, capital renewal initiatives, operational planning, and health and safety compliance. The Operations Manager ensures municipal assets are safe, reliable, sustainable, and responsive to community needs while providing operational support and leadership on priority initiatives, complex issues, and service continuity requirements.

Requirements:

University degree or equivalent post-secondary diploma in Recreation Administration, Business Administration, Facility Management or a related field.

5-7 years of progressive experience in operations, facilities, or recreation management.

Supervisory experience leading operational teams within a unionized workforce.

Strong understanding of building systems, facility operations, parks operations, and recreation infrastructure. Experience in municipal asset management, infrastructure renewal planning, and capital project delivery. Proven leadership, team and personnel development and relationship building skills.

Experience preparing reports, recommendations, and business cases for senior leadership.

Demonstrated ability to coordinate multiple operational divisions and competing priorities.

Ability to interpret and implement Town policies and procedures.

Ability to interpret and implement the NB Occupational Health & Safety Act and WorkSafe NB regulations.

Excellent written and spoken English communication skills, strong presentation skills, and excellent negotiation skills.





Possession of a valid Province of Recent Brunswick driver’s license Class 5.

Workplace First Aid and CPR/AED certified.

Criminal Record Check to meet Town standards.

Responsibilities:

Provides leadership, direction, coaching, and performance management of two direct reports.

Fosters a collaborative, accountable, and service-oriented team culture, while supporting staff development, succession planning, and continuous improvement.

Oversees the operation, maintenance, and enhancement of municipal recreation facilities, parks, trails, fields, and recreation assets through subordinate supervisors.

Coordinate operational priorities, resources, and service delivery across facilities and parks divisions to ensure efficient and consistent service delivery.

Develops and implements operational policies, procedures, standards, and best practices.

Establishes, monitors, and evaluates service levels and operational performance, identifying opportunities for improvement and efficiency

Ensure compliance with all applicable health, safety, and regulatory standards

Oversee asset management practices, including lifecycle planning, preventative maintenance, condition assessment, and capital renewal planning.

Leads or supports capital projects, infrastructure improvements, procurement activities, and contract administration related to recreation facilities and assets.

Overseas operational scheduling, facility utilization,



and maintenance coordination to optimize service delivery and asset availability.

Provides operational leadership and technical expertise in the planning, design, development, and implementation of new recreation amenities and infrastructure projects.

Develops and manages operational budgets, monitors expenditures, and supports long-term financial planning and asset replacement strategies.

Work collaboratively with internal departments, community groups, and external partners

Responds to public inquiries, concerns, and feedback in a timely and professional manner

Supports community initiatives and events that enhance recreation services

Promotes a strong safety culture and ensures adherence to occupational health and safety standards

Identify risks and implement mitigation strategies across all operations

Leads risk management, emergency preparedness, regulatory compliance, and workplace health and safety initiatives across operational areas.

Provides operational support to supervisors during periods of peak workload, staffing challenges, emergencies, major projects, and service disruptions.

Provides recommendations and reports to the Director regarding operational priorities, service levels, asset management strategies, capital investments, and emerging risks.

Performs other duties as assigned or required by the Director.

Working Conditions:
Incumbent may be required to work non-traditional hours including days, evenings, weekend, and holidays. The work may be carried out in various locations and/or Town Facilities.

This is a salaried, full-time, permanent position.
Salary Range: Min $92,076, Med $110,568, Max $128,906
