Job Summary The Senior IT Project Manager leads complex Information Technology initiatives across various Government of Saskatchewan (GOS) ministries and public sector entities through all lifecycle phases — initiation, planning, execution, monitoring/controlling, and closure. This role requires expert-level governance, executive reporting, risk mitigation, and organizational change management to ensure project outcomes align with GOS policies, standards, and strategic objectives.
Key Responsibilities
- Project Execution & Delivery: Develop detailed project plans, manage stage-gate approvals, and deliver IT outcomes on time, within budget, and to scope across Agile, Waterfall, or Hybrid frameworks.
- Governance & Executive Reporting: Establish and lead project governance structures (e.g., Executive Steering Committees, Project Boards), prepare executive presentations, and document governance decisions.
- Stakeholder Engagement & Vendor Oversight: Facilitate ongoing engagement with executive, business, and technical teams; oversee vendor performance and integrate third-party deliverables into master project plans.
- Organizational Change Management (OCM): Lead OCM activities including impact/readiness assessments, communication planning, training, and user adoption strategies.
- Risk & Change Control: Identify, monitor, and mitigate project risks and issues; manage scope, schedule, budget, and resource change requests through formal approval channels.
- Resource & Financial Planning: Manage resource allocations, system development effort estimations, cost tracking, and audit compliance requirements.
Required Experience
- Experience Level: 10+ years of demonstrated experience as a practicing Project Manager managing complex IT projects under pressure and tight deadlines.
- Public Sector Expertise:
Strong track record delivering public sector IT projects (government, Crown corporation, healthcare, or education) operating under formal governance and audit frameworks.
- Technical Complexity: Experience within the last 5 years managing complex IT projects involving multiple stakeholders, vendors, and cloud integrations.
- Local Landscape: Direct experience with GOS or comparable public entities regarding business/technical landscapes.
- OCM Integration: Demonstrated application of OCM frameworks and stakeholder readiness activities.
- Documentation & Artifacts: Proven ability to create comprehensive project management documentation (charters, schedules, budgets, risk registers, change orders, status reports).
Nice-to-Have Experience
- OCM certifications preferred.
Required Skills
- Exceptional leadership, negotiation, facilitation, relationship management, and stakeholder engagement capabilities.
Education Requirements
- Active Project Management Qualified (PMP) or PRINCE2 certification required (a copy of the certificate must be submitted).

- Must be local to Saskatchewan; position is 100% in-office in Regina, SK.
- Saskatchewan government experience required (e.g., SaskBuilds, Province of Saskatchewan, SaskPower, SaskEnergy, TransGas, SaskTel, WCB Saskatchewan, SCIC, SGI).
