Position Overview
We are seeking a Senior Full-Stack Software Developer to support the ongoing development, enhancement, integration, testing, and deployment of the Ontario Agricultural Soil Information System (OASIS) for the Land & Resources Cluster.
OASIS is a comprehensive solution supporting the collection, storage, maintenance, and management of Ontario's agricultural soil information. The solution includes the OASIS core web application, built using Azure Cloud Java technology, as well as a field data application leveraging Esri GIS technology.
The successful candidate will have strong hands-on experience across Java/JEE, Spring Boot, Angular, RESTful APIs, relational databases, Microsoft Azure, Azure DevOps, CI/CD, application security, accessibility, and Agile delivery.
Experience with agricultural/soil management systems and Esri ArcGIS/Survey123 integrations is particularly important.
Key Responsibilities
- Design, develop, test, implement, and maintain enterprise-grade full-stack applications.
- Develop Java/JEE backend solutions using Spring Boot 2.5 or higher.
- Develop responsive front-end applications using Angular 2+ and HTML5.
- Design, develop, consume, and integrate RESTful APIs.
- Develop and maintain integrations with Esri ArcGIS Portal and Esri ArcGIS Survey123.
- Develop Java-based backend services and integrations within Microsoft Azure environments.
- Build and deploy applications using Azure App Service Plans and related Azure platform services.
- Develop integrations using Azure API Management (APIM).
- Work with relational databases including Azure SQL Database, Oracle, and PostgreSQL.
- Use Azure DevOps Repos and Pipelines for source control, build automation, release management, and CI/CD.
- Analyze business and technical requirements and translate them into scalable technical solutions.
- Provide sound technical and architectural design recommendations.
- Create detailed technical/programming specifications and develop maintainable, production-ready code.
- Perform application configuration, customization, and implementation activities.
- Build and manage release deployments.
- Develop and execute unit tests while following software quality assurance practices.
- Participate in Agile development, testing, deployment, and iterative delivery activities.
- Apply secure software development practices and protect application privacy and confidentiality.
- Ensure solutions align with Ontario Public Service (OPS) and Information & Information Technology Strategy (I&ITS;) policies, standards, directives, governance requirements, and industry best practices.
- Collaborate with developers, architects, business stakeholders, analysts, project teams,
and other multidisciplinary stakeholders.
- Troubleshoot complex technical issues and recommend effective solutions.
- Support multiple priorities, project milestones, and delivery timelines.
Requirements
Mandatory Technical Qualifications
Candidates must demonstrate a minimum of 5 years of hands-on full-stack application development experience designing, developing, testing, and delivering enterprise-grade solutions using:

OASIS / Agricultural Domain Requirement
- At least 1+ year of experience developing and implementing Java solutions targeting soil management systems.
Esri Integration Requirement
- Experience integrating Java/full-stack solutions with Esri ArcGIS Portal and Esri ArcGIS Survey COTS.
- Experience with RESTful API integration with Esri.
- Experience working with geospatial data services and mapping applications is highly relevant.
Development Tools
- Experience with development tools such as Eclipse and Azure Git Repositories.
Desirable / Nice-to-Have Qualifications
- Experience developing, enhancing, and implementing Java-based solutions supporting agricultural or soil management systems.
- Experience with Esri ArcGIS and Survey123.
- Experience designing and implementing RESTful API integrations with Esri solutions.
- Experience with geospatial data services and mapping applications.
- Experience leveraging approved AI-assisted software development tools/coding assistants to improve development quality, efficiency, and delivery outcomes.

Work Arrangement
This is a hybrid position requiring 2 days per week onsite at either:

Ideal Candidate Profile The ideal candidate is a Senior Full-Stack Java Developer with 5+ years of enterprise application development experience and demonstrated expertise in Java/JEE, Spring Boot 2.5+, Angular 2+, HTML5, REST APIs, relational databases, Azure, Azure DevOps, APIM, Azure App Service Plans, AODA, secure development, unit testing, CI/CD, and Agile delivery.
Candidates with 1+ year of hands-on Java development experience supporting soil management systems, combined with Esri ArcGIS Portal/Survey123 and RESTful Esri integration experience, will align particularly well with the OASIS environment.
