Our Mission:

Kawartha Haliburton Victim Services is a non-profit organization working in partnership with Police, Emergency Services, and other community agencies to provide immediate confidential assistance and referral services to victims and survivors of crime, trauma and tragic circumstances, 24 hours a day 7 days a week.

Kawartha Haliburton Victim Services serves a large catchment area, including communities in the Haliburton Highlands, Minden Hills, and Kawartha Lakes. Spanning more than 7,000 square kilometres, the area is served by the Haliburton Ontario Provincial Police, Kawartha Lakes Ontario Provincial Police, and the Kawartha Lakes Police Service.

Kawartha Haliburton Victim Services: Liaison Part-Time – Haliburton Highlands

Main purpose of KHVS Liaison role:

The Kawartha Haliburton Victim Services (KHVS)Liaison is a critical role that supports individuals who have experienced a crime, such as Intimate Partner Violence (IPV) or sexual assault, or a tragic event, such as a sudden death resulting from suicide or a motor vehicle accident.

The KHVS Liaison connects individuals with appropriate supportive services through programs such as Victim Crisis Assistance Ontario (VCAO) and Victim Quick Response Plus (VQRP+), offered through the Ontario Ministry of Children, Community and Social Services (MCCSS), as well as other relevant community resources.

The KHVS Liaison prioritizes the safety, rights, dignity, and autonomy of trauma survivors. Through a trauma-informed and survivor-centred approach, the Liaison ensures that individuals are informed about available supports and empowered to make decisions that best meet their needs while navigating the circumstances surrounding their experience.

Compensation

Regular and After-Hours Compensation

- Regular hourly rate: $24.00 per hour.
- On-call availability rate: $35.71 per day, less applicable statutory deductions.
- On-call response rate: When the Liaison is required to respond to a call, whether by telephone or by attending an on-scene event in person, the regular hourly rate of $24.00 per hour will apply, with a minimum payment of three hours.
- Three-hour minimum: The three-hour minimum applies once within each 24-hour period, beginning at the time the employee first commences an on-call period during that 24-hour period. If the employee receives multiple calls or is required to respond more than once during the same 24-hour period, the three-hour minimum is triggered only once. Where the employee works more than three hours, the additional hours worked will be paid at the regular hourly rate.
- Mileage and expenses: When an on-call response requires travel, mileage and eligible expenses will be reimbursed in accordance with applicable agency policies.

Key Responsibilities

The KHVS Liaison is responsible for providing timely, trauma-informed support to individuals and families affected by crime and tragic circumstances. Key responsibilities include:





- Collaborate with police partners to provide emotional and practical support, crisis intervention, and information to victims of crime and individuals affected by tragic circumstances, in accordance with agency policies, procedures, and applicable legislative requirements.
- Assess individual needs and provide appropriate referrals to community resources and/or Ministry of Children, Community and Social Services (MCCSS)-funded programs in accordance with applicable program guidelines and eligibility requirements.
- Complete client intake and referrals through telephone, in-person, and police referral processes.
- Enter and maintain client information in secure databases while ensuring the confidentiality, accuracy, and integrity of client records.
- Compile relevant client and program information to support statistical reporting, financial reconciliation, program monitoring, and required reports.
- Provide follow-up support to ensure individuals have been successfully connected with appropriate services, resources, and ongoing supports.
- Promote and increase awareness of KHVS services by providing education, information, and presentations to police partners, community organizations, and other relevant stakeholders.
- Provide on-scene victim liaison and crisis support, as required, in the immediate aftermath of a crime, sudden death, or other traumatic event.
- Participate in an on-call rotation to respond to urgent victim-support needs outside regular business hours. On-call coverage may include 4:30 p.m. to 8:30 a.m., Monday to Friday, and all day Saturday and Sunday, according to the established rotation.
- Respond to on-scene crisis calls throughout the KHVS catchment area, which may require travel to various locations within the service area and response outside regular business hours.

An ideal candidate for the KHVS: Liaison role would demonstrate the following core competencies:

1. Knowledge and/or training in trauma-informed support, with experience working with individuals affected by trauma, including survivors of intimate partner violence, victims of crime, and families who have experienced a sudden death.

2. Education and knowledge in victimology, counselling, and trauma-informed care, including client risk assessment and safety planning.

3. Solid interpersonal and relationship-building skills, including the ability to establish trust and communicate with individuals experiencing distress or trauma in a respectful and compassionate manner.

4. Strong critical-thinking and problem-solving skills, particularly when responding to complex or challenging situations and identifying appropriate supports.

5. Ability to work effectively both independently and collaboratively within a small team, while exercising sound judgment and maintaining appropriate confidentiality and professional boundaries.

6.



Strong organizational and time-management skills, with the ability to prioritize competing demands and manage responsibilities effectively.

7. Knowledge of community resources and the ability to identify appropriate services and assist individuals in accessing available supports.

8. Proficiency with Microsoft Office Suite, particularly Excel, as well as familiarity with the Victim Quick Response Plus (VQRP+) program and related administrative processes.

9. Strong documentation and records-management skills, including the ability to take clear and accurate notes, enter data, maintain reliable records, and document client interactions appropriately.

10. Demonstrated ability to work effectively within culturally diverse communities, including an understanding of the unique barriers and challenges experienced by individuals and families from economically and culturally marginalized communities.

Qualifications

Relevant experience, knowledge, and skills that will support success in the KHVS: Liaison role include:

· Effective communication, collaboration, and problem-solving skills, with the ability to build positive working relationships with clients, police partners, community agencies, and other stakeholders.

· Ability to learn, adapt, and take ownership of responsibilities, demonstrating initiative, sound judgment, and a commitment to continuous learning and professional development.

· Demonstrated ability to maintain confidentiality and manage sensitive information with professionalism, discretion, compassion, and respect for the privacy and dignity of individuals and families.

Education and Professional Qualifications

A degree, diploma, post-graduate certificate, or professional certification in a relevant field is preferred. An equivalent combination of education, training, and relevant experience may also be considered.

Preferred areas of study include:

- Police Foundations
- Victimology, including a Post-Graduate Certificate in Victimology
- Social Services, including Psychology, Social Work, or related disciplines

Additional Requirements

- Residency in Haliburton County is required to ensure the Liaison can respond to on-scene events throughout the Haliburton Highlands in a timely manner.
- A valid Ontario driver’s licence, appropriate vehicle insurance, and access to a reliable vehicle are required to fulfill the travel and on-scene response requirements of the position.
- Successful completion of a Vulnerable Sector Check and OPP background check is required as a condition of employment.
- Participation in ongoing training and professional development is required to maintain and enhance the knowledge, skills, and competencies necessary to support individuals affected by crime and traumatic circumstances.

Hours and Contract

· Part-time position: 0.2 FTE.

· Regular hours: Monday to Friday, with hours to be determined, to a maximum of 8 hours per day.

· On-call coverage: Participation in a weekday and weekend on-call rotation is required to support urgent victim and crisis response needs.

· Term: One-year contract.

Pay: From $24.00 per hour

Expected hours: 8.0 per week
