Otter Wise Talent Solutions is recruiting experienced Project Managers in Edmonton, Alberta to support major high-voltage transmission, electrical substation, utility construction, and capital infrastructure projects.
These Project Manager opportunities involve delivering complex electrical utility and transmission projects from project initiation and planning through engineering, procurement, permitting, construction, commissioning, and closeout.
The successful Project Managers will coordinate multidisciplinary teams while managing project scope, cost, schedule, resources, procurement, contracts, HSE, quality, regulatory requirements, risk, stakeholders, construction, commissioning, and project documentation.
This prospect is particularly well suited to experienced Project Managers from electric utilities, transmission and distribution, high-voltage substations, electrical construction, engineering, EPC/EPCM, industrial construction, energy infrastructure, or major capital project environments.
Key Responsibilities
- Lead complex high-voltage transmission, substation, utility construction, and capital projects from inception through closeout.
- Develop and maintain project scope, schedules, budgets, execution plans, forecasts, and project-management documentation.
- Manage multiple projects and priorities across varying levels of cost, complexity, and duration.
- Coordinate Engineering, Procurement, Project Controls, construction teams, contractors, vendors, and internal stakeholders.
- Monitor project costs, schedules, resources, risks, quality, and overall performance.
- Coordinate construction and commissioning activities.
- Support permitting, environmental, regulatory, and stakeholder requirements.
- Lead project meetings and maintain action items, issues, risks, changes, decisions, and project records.
- Manage project procurement requirements, including equipment and construction services.
- Support RFPs, tenders, bid evaluations, vendor selection, contract negotiation, and contract administration.
- Manage project changes and support timely resolution of construction, commercial, technical, and scheduling issues.
- Promote safe project execution through hazard identification, safe-work planning, field coordination, and HSE requirements.
- Support project closeout, lessons learned, final documentation, and transition activities.
Required Qualifications
- Degree in Engineering or a relevant technical certificate/diploma.
- Significant experience delivering engineering, construction, utility, or capital infrastructure projects.
- Approximately 5–7 years of project management experience, preferably within construction.
- Experience with utility construction in energized substations.
- Experience with high-voltage transmission, electrical substations, electric utilities, or closely related infrastructure.
- Knowledge of hazards and safe-work practices associated with energized utility environments.
- Strong understanding of project-management processes aligned with PMBOK.
- Demonstrated experience managing project scope, cost, schedule, resources, risk, contracts, HSE, quality, and project documentation.
- Strong leadership, communication, stakeholder-management, analytical, and problem-solving capabilities.

Compensation & Engagement Options
Term Employee: $75–$90/hour
Incorporated Contractor (INC): $90–$110/hour
Final compensation will be determined based on the successful candidate's experience, qualifications, technical background, project experience, and engagement structure.
INC candidates must operate through an incorporated business and be able to provide proof of incorporation, required commercial insurance, current WCB coverage/clearance, and required onboarding documentation.
