Job Summary

Reporting to the Site Supervisor, the Procurement Specialist is responsible for the purchasing, expediting, and materials management activities that keep the Minto Mine site running. The role converts site requisitions into competitively sourced purchase orders, secures freight to a remote northern site around seasonal access constraints, maintains the accuracy of site inventory and vendor records, and administers the commercial paperwork that supports contractor and supplier performance.

This is a hands-on, site-based role. In addition to purchasing, the incumbent supports receiving, warehouse organization, and cycle counting, and works closely with maintenance, operations, environment, and camp services to anticipate demand. It suits an organized, self-directed professional who is comfortable making sound commercial decisions with incomplete information, and who understands that on a remote site the cost of a stockout is measured in lost operating days rather than in dollars.

Key Responsibilities

Purchasing and Sourcing

- Review and validate purchase requisitions from site departments for completeness, specification accuracy, budget coding, and appropriate approval before committing company funds.
- Source and evaluate suppliers for materials, parts, equipment, consumables, and services required across site operations, obtaining competitive quotations in accordance with company procurement thresholds.
- Prepare, issue, and administer purchase orders, confirming pricing, quantities, specifications, delivery dates, freight terms, and taxes against site requirements.
- Negotiate pricing, payment terms, warranty provisions, and delivery commitments to secure best overall value, balancing cost against quality, lead time, and reliability of supply.
- Prepare written justification for single-source and sole-source awards, and escalate purchases exceeding delegated authority for approval.
- Establish blanket orders and standing supply arrangements for recurring consumables, fuel, reagents, and camp supplies to reduce transaction volume and secure volume pricing.
- Identify and track long-lead items required to support restart engineering, construction, and commissioning schedules.

Logistics and Expediting

- Coordinate freight, customs, and inbound logistics to site, selecting carriers and consolidating shipments to control cost without compromising critical delivery dates.
- Plan purchasing and delivery schedules around seasonal access constraints, including highway and access-road conditions, river ferry and barge windows, winter road availability, and freeze-up and break-up periods.
- Track order status against required-on-site dates, expedite at-risk deliveries, and communicate realistic arrival dates to the requesting department.
- Ensure dangerous goods shipments are correctly classified, documented, labelled, and manifested in accordance with the Transportation of Dangerous Goods Regulations, and that safety data sheets are obtained before controlled products arrive on site.
- Resolve shipping discrepancies, shortages, damage claims, and carrier service failures, and recover costs where the fault lies with the supplier or carrier.

Inventory and Warehouse

- Monitor inventory levels of critical spares, consumables, and supplies, and initiate timely replenishment against established minimum and maximum levels and reorder points.
- Support receiving, including verification of goods against packing slips and purchase orders,



goods-receipt entry in the site system, and correct put-away and labelling.
- Maintain warehouse and laydown organization, bin locations, and item master accuracy, and participate in cycle counts and periodic physical inventories.
- Identify obsolete, surplus, and slow-moving stock and recommend disposition, redeployment, or return.
- Administer warranty claims, core returns, and repair-and-return items to recover value from the maintenance supply chain.

Vendor and Contract Administration

- Onboard new vendors, including collection of banking and tax information, certificates of insurance, Yukon Workers’ Safety and Compensation Board clearance letters, and safety pre-qualification documentation.
- Support administration of master service agreements, work orders, and equipment rental arrangements, including tracking of expiry dates, rates, and renewal requirements.
- Verify supplier invoices against purchase orders and receiving records, resolve pricing and quantity variances, and support accounts payable in timely and accurate payment.
- Maintain complete, accurate, and auditable procurement records, contracts, and vendor files in the site procurement and enterprise resource planning system.
- Conduct periodic performance reviews of key suppliers covering pricing, delivery reliability, quality, and safety performance.

Indigenous and Local Procurement

- Maintain a registry of Selkirk First Nation, Yukon First Nation, and Yukon-based suppliers, and actively invite qualified Indigenous and local businesses to bid on relevant scopes.
- Track and report Indigenous and Yukon supplier spend, and support Selkirk Copper Mines Inc. reporting obligations to its ownership and agreement partners.
- Work with emerging local suppliers to help them meet Selkirk Copper Mines Inc. insurance, safety, and documentation requirements so they can compete for site work.

Cost, Compliance, and Safety

- Support cost control and budget management by identifying alternative suppliers, consolidation opportunities, and cost-saving initiatives, and by reporting committed spend against budget.
- Ensure procurement activities comply with company policies, delegation of authority, procurement procedures, and applicable regulatory requirements.
- Work safely and in accordance with the Yukon Occupational Health and Safety Act and Regulations, company procedures, and site rules.
- Participate actively in safety meetings, toolbox talks, hazard identification, inspections, and incident reporting.
- Perform other related duties as assigned by the supervisor.

Qualifications and Experience

Required

- Three to five years of experience in procurement, purchasing, or supply chain management.
- Demonstrated negotiation, vendor management, and organizational skills, with sound commercial judgment.
- Proficiency with an enterprise resource planning or procurement system and strong Microsoft Excel skills.
- Robust written and verbal communication skills, including the ability to document decisions clearly for audit and review.
- Valid Class 5 driver’s licence and ability to obtain site driving authorization.
- Ability to work independently, set priorities, and manage competing demands in a fast-paced remote site environment.
- Willingness and ability to work a 15 days on / 13 days off rotation with 12-hour shifts, living in camp.

Preferred (Assets)

- Diploma or degree in Supply Chain Management, Business Administration, or a related field, or an equivalent combination of education and experience.
- Procurement or supply chain experience in a mining, construction, or heavy industrial setting.
- Experience procuring mining or heavy equipment parts, consumables, fuel, and process reagents.
- Experience coordinating freight and logistics to remote fly-in or drive-in sites with seasonal access constraints.
- Experience supporting Indigenous or local supplier engagement and procurement programs.
- Supply chain designation or progress toward one, such as the Supply Chain Management Professional or Certified Professional in Supply Management designation.
- Transportation of Dangerous Goods certification, and forklift or telehandler certification.
- Previous mine site or camp-based work experience.

Working Conditions

- Camp-based rotational work at a remote northern site, with shared or single-room accommodation, meals, and recreation facilities provided at no cost to the employee.
- Combination of office, warehouse, and outdoor yard work, including work in cold weather and winter conditions.
- Regular lifting and handling of materials, standing and walking for extended periods, and use of personal protective equipment.
- Travel to and from site from the designated point of hire in accordance with company travel policy.
- This position is designated safety-sensitive.
