Position Summary The Specialist, Human Resources provides Human Resources information, advice and support to managers and team members within the agency. The Specialist, Human Resources updates, maintains and implements Human Resources programs, processes and services to meet department and agency objectives. The Specialist works collaboratively with the Human Resources team and agency members within the prescribed scope of their duties.

The Specialist ensures programs and services related to recruitment, orientation, training and development, leaves and disability management, benefits, payroll, pension, scheduling, performance management, employee and labour relations, health & safety, records management, job evaluation and salary administration are current and meet all related employment, Human Rights, legislative and regulatory requirements. The Specialist may be assigned by the Executive to focus on a selected group of responsibilities in their day-to-day work but will be expected to provide services in all areas of Human Resources to ensure appropriate operational coverage as necessary.

All employees are responsible to ensure the intent and purpose of Ongwanada’s mission, vision, values and service principles, strategic and operational plans are consistently promoted and implemented. All employees are also required to fulfill their responsibilities as identified in legislative, regulatory, policy and procedures required by the agency to operate effectively.

Primary Duties And Responsibilities

Recruitment, Orientation &

- Training

- Create job postings, advertise, screen, and interview applicants for internal and external career opportunities.

- Ensures all recruitment and hiring processes follow established processes within the collective agreement, policies and procedures as required.

- Complete reference checks and ensure all applicants provide vulnerable sector screening check as required.

- Coordinate, lead and present related information for all new hire orientation.

- Coordinate and ensure all new hires receive mandatory training prior to first shift.

- Design training materials, present, and facilitate sessions as required.

Workforce Planning

- Analyze staffing and workforce requirements and trends in consultation with scheduling team.

- Provide support and information to scheduling team regarding employee leaves, employee movement, staff scheduling and hiring process.

- Project and track vacancies, short term and long-term leaves, and maintain position inventory of all bargaining unit positions in keeping with the terms of the collective agreement.





- Update and share position inventory and staffing needs data with management as required.

Compensation, Benefits &

- Job Evaluation

- Create and or update position descriptions using prescribed process and tools.

- Provides advice and support to evaluate positions using prescribed process and tools.

- Administer employee benefits, ensure updates and reports are completed in a timely manner for agency departments.

- Administer annual salary administration for non bargaining unit and bargaining unit merit increases using prescribed processes and tools.

- Review, analyze and report on pension, benefit, and retirement data in a timely manner.

Leaves, Disability &

- Health &
- Safety

- Guide team members and managers through short and long disability, personal leaves, maternity, parental, adoption, and leaves of absence process using prescribed processes and tools and in keeping with legislative and the terms of the collective agreement.

- Coordinate and manage agency attendance awareness program, including employee attendance awareness meetings.

- Ensure appropriate return to work and modified work plans are developed, implemented, and closed appropriately.

- Review all employee incident reports, analyze incidents, report trends, and recommend strategies to reduce incidents.

- Administer and case manage employee incidents involving the Workplace Safety Insurance Board (WSIB).

- Work collaboratively with managers and Occupational Health to oversee short term/long term disability absences to ensure appropriate plans are implemented.

Employee &

- Labour Relations

- Provide data, trends, and other support during Collective Bargaining and grievance process as required.

- Support Employer/Employee committees/task forces as required.

- Coordinate and participate or support employee investigations as required.

- Prepare, analyze and maintain bi-annual employee seniority lists for bargaining unit staff and employee length of service.

- Plan, coordinate and support employee recognition processes and events.

Employee Support &

- HR Advisory

- Advise employees on retirement, pensions, severance issues.

- Provide guidance to departments regarding policies, practices, and contracts as it relates to pay and leave time.

- Process employee terminations
- Conduct exit interviews upon staff retirement or resignation.

- Prepare separation, layoff and employee communication as required.

- Advise and assist staff and supervisors with absence awareness program.

Records &





- HR Information

- Ensure employee files and records are securely updated, filed, retained, and destroyed according to prescribed policy, procedure and privacy legislation.

- Update and maintain Human Resources information databases.

- Ensure knowledge and skills of related human resources information systems remain current, update data in a timely manner.

- Create reports, analyze information and identify issues, trends or concerns.

- Demonstrated ability to understand and follow prescribed policies, procedures, tools and frameworks.

- Demonstrate solid understanding of relevant compliance frameworks, legislation, ethical and regulatory requirements.

- Demonstrate superior time management skills, and the ability to complete multiple often competing demands within short time frames.

- Demonstrate excellent verbal, written and presentation skills.

- Demonstrate ability to design, deliver, train, and engage diverse audiences.

Education/Qualifications Required

- Diploma or degree in Human Resources.

- CHRL preferred, or in progress.

Experience Required

- 2-4 years experience in a Human Resources generalist or coordinator role.

- Experience working in a unionized environment preferred.

Effort Required

- Sitting for long periods of time in meetings or at desk/computer.

- Day to day activities may lead to minor stress

Working Conditions

- Valid G license and access to reliable transportation.

- Flexible working hours may be required to accommodate work requirements.

- Some travel may be required to other work sites or community locations.
