Lead, Laboratory Quality and Process Improvement

Vancouver, BC In accordance with the Mission, Vision and Values, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
The Lead works as part of Provincial Laboratory Medicine Services (PLMS) and functions as a member of the management team, works in collaboration with the Director, Laboratory Quality and Process Improvement with planning, implementing, coordinating and monitoring laboratory-specific quality and performance improvement programs, focusing on maintaining an setting of continuous improvement and makes recommendations to fulfill goals and mandates. The Lead collaborates with clinical and operations leaders and staff within Laboratory Services across the Lower Mainland to actively prioritizes improvement projects, and develops, implements, monitors, and evaluates the process and evaluation of quality, patient safety and quality projects. Key focus of the role is to review and assess impact on services and staff resources and provide recommendations on areas requiring new policy, commitment of resources, and/or additional training.
Actively participates in regular confidential senior management meetings including governance, readiness, quality & safety, and project planning and implementation meetings.
What you’ll do
- Work with clinical and operations leaders and staff to develop, implement, and evaluate service outcomes and performance; prioritize quality initiatives based on program functions, needs and performance measurement system; plan, develop and implement Safety and Quality Improvement education, initiatives and materials including evaluation and sustainment tools. Ensure laboratory-specific quality and safety activities are in alignment with accreditation requirements.
- Provide accreditation education to staff as required. Lead program level actions to respond to recommendations arising from accreditation surveys, and to address new accreditation requirements. The Lead may participate in review of sensitive contracts to verify that they adhere to regulatory and accreditation requirements.
- Lead retrospective (e: Root Cause Analysis) and/or prospective reviews (e.g. Failure Modes Effect Analysis) necessitated by safety events, critical incidents or process issues related to laboratory services; monitor staff perceptions of safety, risk and quality improvement.
- Proactively educate staff regarding regulatory issues, new statutes and/or guidelines, and safety, quality, and risk management activities.
- Contribute to continuous quality improvement of the department by identifying and evaluating current initiatives, developments and trends in Safety and Quality Improvement, participating in corporate lead process improvement initiatives such as imPROVE. Gather and analyze information and provide recommendations including possible recommendations on down-sizing or changes to staff deployment or training. Provide expertise and recommendations on process improvement and patient safety to inform and enable senior leadership in decision-making which can have an impact in labor within in the portfolio.

Qualifications
- A level of education, training, and experience equivalent to a Bachelors degree in a health care related field, and five years recent related experience in policy, procedure logistics related to a laboratory setting
- Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples within social and health contexts. This includes significant understanding of Indigenous-specific mandates and a commitment to addressing and mitigating Indigenous-specific racism and discrimination. The role involves actively embedding Indigenous Cultural Safety and Humility into daily practices and fostering a diverse and inclusive team environment.
Additionally, it requires practical expertise in engaging with diversity, promoting equity, and advancing inclusion (DEI) initiatives.
- Demonstrated knowledge and understanding of legislative obligations and provincial commitments within PHSA Corporate - Lab Quality contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study, Anti-Racism Data Act, BC Human Rights Code - and how they intersect across the health care system.
Core Competencies
- Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated leadership in breaking down barriers and ensuring an environment of belonging and Indigenous Cultural Safety.
- Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
Skills & Knowledge
- Knowledge and expertise in Quality Management, Performance Improvement, Safety and Accreditation standards preferred.
- Working knowledge of legal, ethical, and clinical issues associated with standard of care practices, and Accreditation Canada requirements.
- Working knowledge of evaluation techniques and methodologies including statistical analysis methods and presentation of information.
- Demonstrated analytical and problem-solving skills with a global perspective in order to incorporate the organization’s systems and strategies when developing viable solutions to program problems.
- Physical ability to perform the duties of the job.
- Demonstrated deep understanding of their personal learning journey related to Indigenous-specific racism and dismantling systems of oppression, as well as addressing racism more broadly. Able to articulate and share this journey to motivate and inspire others.
- Demonstrated knowledge of the social, economic, political realities of settler-colonialism and impacts on Indigenous peoples in social and health contexts as well as knowledge and understanding of, and commitment to upholding legislative obligations and provincial commitments in the foundational documents: Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan, Remembering Keegan: A First Nations Case Study, and the Distinctions Based Approach.

Job Type: Regular Full-Time
Salary Range: $90,770 - $130,481. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
