Our Emergency Response team plays a critical role in ensuring HPS is prepared to respond when utilities require restoration support. Effective planning, strong utility relationships, accurate resource coordination, and the ability to mobilize crews quickly are essential to delivering a protected, efficient, and successful response.

Position Overview

We are seeking an experienced, highly organized, and operationally focused Manager – Emergency Response to coordinate the planning, activation, and execution of emergency power restoration response for utility clients across Canada and the United States.

Reporting to the Director of Storm Administration, this role serves as a key operational point of contact during emergency restoration events and is responsible for coordinating resource availability, crew rosters, deployment readiness, mobilization, and ongoing response requirements.

The position works closely with utility clients, contractor aggregators, Operations, Safety, Fleet, Logistics, Finance, Payroll, field leadership, and other internal teams to ensure restoration resources are mobilized efficiently and in accordance with client and contractual requirements.

Key Responsibilities

- Serve as a key operational point of contact for utility clients and contractor aggregators before, during, and following emergency restoration activations.
- Coordinate storm activations across HPS and subsidiary divisions, including resource availability, roster development, crew and equipment assignments, deployment readiness, mobilization,



demobilization, and ongoing personnel changes.
- Coordinate deployment logistics and cross-border requirements to support the efficient movement of crews and equipment.
- Maintain a strong understanding of utility contracts and client-specific requirements related to staffing, crew complement, mobilization, timekeeping, reporting, travel, expenses, and reimbursement.
- Review storm-response opportunities and support operational and financial assessments, including resource requirements, anticipated costs, contractual considerations, and estimated profitability.
- Monitor active restoration events, including resource status, roster accuracy, client requirements, documentation needs, and emerging operational risks, coordinating adjustments or escalation as required.
- Work closely with the Emergency Response & Billing Specialist to communicate documentation requirements and support the accurate reconciliation and invoicing of restoration events.
- Coordinate with Operations, Safety, Fleet, Logistics, Finance, Payroll, and field leadership to ensure response requirements are understood and executed.
- Develop and maintain emergency-response procedures, activation processes, contingency plans, callout procedures, checklists, and utility-specific requirements.
- Coordinate and participate in readiness reviews, drills, training, post-event reviews, and continuous improvement initiatives.

Qualifications
- 3–5 years of experience (or Demonstrated experience) in utility storm restoration, emergency response, powerline construction, utility contracting,



field operations, logistics, contract management, or a related operational environment.
- Strong understanding of power restoration operations, crew deployment, storm-response processes, or utility client coordination requirements.
- Ability to interpret and apply contract requirements related to staffing, time reporting, mobilization, travel, expenses, and reimbursement.
- Strong organizational, communication, problem-solving, and decision-making skills in a fast-paced operational environment.
- Proficiency with Microsoft Office and the ability to learn utility-specific systems, reporting platforms, and activation processes.
- Ability to work extended hours, evenings, weekends, and holidays as required during emergency restoration events.
- Ability to travel occasionally within Canada and the United States. Must have valid driver's license and passport.
- Previous experience with utility mutual assistance, contractor aggregation, cross-border crew deployment, or utility restoration contracts is considered an asset.

The salary range for this position is $65,000–$85,000 annually, based on qualifications and experience.
