The Manager, Integrated Risk Management and Emergency Preparedness provides leadership for the hospital's integrated risk management framework, emergency preparedness program, business continuity planning, insurance and claims management, and organizational resilience initiatives. Reporting jointly to the Deputy Chief Financial Officer, Financial Services, Procurement and Integrated Risk Management and the Senior Director, Facilities and Corporate Services, Switchboard and Emergency Preparedness, this role works collaboratively across the organization to identify, assess, mitigate, monitor, and report on risks that may impact strategic, operational, financial, regulatory, and patient care objectives. The successful candidate will foster a culture of proactive risk management and preparedness while supporting compliance with Accreditation Canada standards, legislative requirements, and organizational priorities.

Integrated Risk Management

Lead the development, implementation, and continuous improvement of the hospital's Enterprise Risk Management (ERM) program. Facilitate organization-wide risk identification, assessment, mitigation, monitoring, and reporting processes. Develop risk management frameworks, policies, procedures, and performance metrics.

Support leadership teams in evaluating strategic, operational, financial, clinical, and reputational risks. Maintain enterprise risk registers and prepare reports for senior leadership, committees, and the Board.

Emergency

Preparedness and Organizational Resilience Lead the hospital's emergency preparedness program and ensure compliance with applicable standards and regulatory requirements. Coordinate emergency management exercises, simulations, training, and after-action reviews.

Support Hospital Emergency Operations

Centre (HEOC) activation and incident management processes. Maintain and enhance business continuity and organizational resilience programs, including recovery planning and testing activities. Ensure emergency preparedness and business continuity plans remain current and effective.

Insurance and Liability Management Manage the hospital's insurance portfolio and claims management processes. Lead investigations related to liability, loss prevention, and risk events in collaboration with internal and external stakeholders. Provide expert consultation and recommendations to reduce organizational exposure and improve risk controls.

Monitor emerging risks, trends, and legislative changes affecting healthcare operations. Provide education, coaching, and guidance on risk management, emergency preparedness, and organizational resilience. Lead quality improvement initiatives that strengthen safety, compliance, and operational effectiveness.

Champion a culture of accountability, learning, continuous improvement, and patient-centred care. Bachelor's degree in Healthcare Administration, Public Health, Business Administration, Emergency Management, Risk Management, a regulated health profession, or a related field. Master's degree in a related discipline is considered an asset.

Canadian Risk

Management (CRM) Certified Healthcare Risk Management (CHRM) Risk and Insurance Management Society (RIMS) certification Certified Emergency Manager (CEM) Associate or Certified Business Continuity Professional (ABCP/CBCP) Incident Management System (IMS) certification Minimum 3 to 5 years of progressive leadership experience in healthcare risk management, emergency preparedness, business continuity, patient safety, quality improvement, insurance, or related fields.

Experience leading enterprise-wide risk assessments and mitigation strategies. Demonstrated experience supporting Accreditation Canada standards and healthcare regulatory requirements.

Experience managing emergency preparedness programs, incident command structures, and emergency response exercises.

Experience with business continuity planning, disaster recovery, and organizational resilience initiatives. Strong knowledge of Enterprise Risk Management (ERM) principles and methodologies. Thorough understanding of healthcare risk, liability, claims management, insurance and loss prevention.

Familiarity with Hospital Incident Command System (HICS), Emergency Operations Centres, and emergency management best practices. Strong analytical, organizational, and project management skills. Exceptional communication, facilitation, negotiation, and relationship-building abilities.





Advanced proficiency with Microsoft 365 applications, including Outlook, Teams, Excel, Power BI, SharePoint, and PowerPoint. Demonstrated commitment to diversity, equity, inclusion, and creating psychologically safe workplaces. Demonstrated satisfactory attendance and performance record.
