Position Summary The Manager, Licensed Childcare provides leadership, oversight and accountability for CRCNCW’s Licensed Childcare and Before & After School Programs (BASP) across multiple locations. Reporting to the Executive Director, the Manager is responsible for effective operations, staff leadership, licensing and regulatory compliance, financial and administrative oversight, family relationships, program quality, funding, partnerships and strategic growth. The Manager is a member of the CRCNCW Leadership Team and contributes to organizational strategic planning.

Key Areas of Accountability

Leadership & People Management

- Lead the Licensed Childcare and BASP teams with clear expectations, consistent communication, professionalism and accountability.
- Directly supervise the Childcare Offsite Supervisors and Coordinator, Childcare Administration, providing direction, coaching and support.
- Address performance, attendance, conduct and workplace concerns promptly and in accordance with CRCNCW policies and procedures.
- Document performance concerns, coaching, meetings and disciplinary action accurately and in a timely manner.
- Use appropriate disciplinary measures within delegated authority.
- Foster a respectful, collaborative and positive workplace culture and address conflict appropriately.

Recruitment, Staffing & Scheduling
- Oversee recruitment, selection and onboarding to ensure programs are staffed in accordance with licensing requirements and operational needs, in consultation with the Executive Director.
- Oversee staffing schedules and coverage for planned and unplanned absences; monitor vacancies and staffing pressures and ensure Supervisors maintain effective coverage processes.
- Escalate staffing concerns that may affect licensing, safety or program operations.

Program Operations & Quality
- Oversee day-to-day Licensed Childcare and BASP operations across all CRCNCW locations.
- Regularly visit and observe programs, at minimum monthly, and provide direction and feedback to Supervisors.
- Use observations, incidents, complaints, family and staff feedback, and operational information to identify trends and improvement opportunities.
- Develop, implement and monitor operational improvement plans and ensure follow-through.
- Schedule and lead regular Childcare Staff and Supervisor meetings based on an approved annual schedule.

Licensing, Compliance & Risk
- Ensure compliance with the Child Care and Early Years Act, applicable regulations, licensing requirements, CRCNCW policies and service agreements.
- Maintain licences, Director’s Approvals, conditions, CCLS information and required compliance documentation.




- Maintain communication with the Ministry’s assigned program advisor and support licensing inspections and follow-up actions.
- Ensure County of Wellington operating, reporting, funding and inspection requirements are met within established timelines.
- Immediately report significant licensing concerns, non-compliance, serious occurrences or other risks that could affect children, staff, operations or CRCNCW’s reputation to the Executive Director.

Financial, Payroll & Administrative Oversight
- Oversee Licensed Childcare budgets, monitor financial performance and review budget targets with the Executive Director.
- Monitor income, funding and expenses and report significant discrepancies or concerns promptly.
- Ensure accurate and timely payroll information, timesheets, schedules, employee expenses and mileage submissions.
- Oversee monthly billing, attendance, subsidy and Enhanced Support Funding processes and ensure required information is accurate and submitted on time.
- Ensure employee and child records are complete, current and accurate and maintained in accordance with applicable requirements.

Families, School Boards & Community Partnerships
- Ensure families receive timely, respectful and professional communication and respond to escalated concerns and complaints.
- Support Supervisors with family meetings, incidents and concerns and ensure appropriate documentation and follow-up.
- Maintain effective working relationships with the Upper Grand District School Board, Wellington Catholic District School Board, County of Wellington and other partners.
- Review shared-space agreements with the Executive Director before execution and ensure required permits, reports and documentation are submitted.

Funding, Growth & Strategic Leadership
- Remain current on CWELCC and provincial, municipal and federal childcare funding opportunities and requirements; coordinate or support applications, reporting and compliance.
- Identify expansion opportunities, including BASP and Tier 1 opportunities, and manage the operational launch of new childcare/BASP programs.
- Participate in CRCNCW’s organizational strategic planning and contribute to implementation of strategic priorities.

Administration & Continuity
- Provide oversight and backup support to the Coordinator,



Childcare Administration to maintain continuity of waitlists, registration, BASP full-day registration, the general childcare inbox and child-file processes.
- Ensure required childcare administration is completed accurately and within established timelines.

Required Qualifications

- Minimum 7 years of experience in licensed childcare, including previous management experience.
- Experience managing multiple childcare locations.
- Strong knowledge of Ontario childcare licensing requirements, CWELCC and provincial childcare funding models.
- Strong knowledge of How Does Learning Happen? Ontario’s Pedagogy for the Early Years (HDLH).
- Registered Early Childhood Educator (RECE) in good standing with the College of Early Childhood Educators is an asset; candidates must otherwise meet applicable Ministry of Education requirements for the position.
- Standard First Aid + CPR Level C and Safe Food Handler Certificate.
- Police Vulnerable Sector Check.
- Valid Ontario driver’s licence and reliable access to transportation, with the ability to travel between CRCNCW locations.

Working Conditions

- 40 hours per week, with various shifts scheduled within CRCNCW’s hours of operation.
- This is not a purely office-based position; the Manager is expected to regularly work within Licensed Childcare and BASP environments.
- Travel between CRCNCW locations is required.
- The Manager will be required to work directly with children and be counted in ratio when no other qualified staff member is available.
- The position requires the ability to move throughout childcare environments, participate in indoor and outdoor programming, respond appropriately to emergencies and perform the physical duties reasonably required when working in ratio.
- The position may require occasional early morning, evening or weekend attendance for operational needs, meetings, training, licensing matters or organizational events.
- The Manager will work a hybrid mode and is required to have a working space at their primary residence free of distractions and the ability to conduct confidential virtual meetings.
