Reporting to the Director of Recreation and Cultural Services, the Manager of Recreation and Client Services the role provides strategic leadership, operational oversight, and administrative management for the Town's recreation programs and services, including aquatics, fitness, community programs, special events, and recreation customer service operations.This leadership role will oversee the day-to-day operations of recreation services while providing strategic direction for program development, community partnerships, staff leadership, and service excellence. The role will play a key role in shaping recreational opportunities that enhance quality of life for residents, managing operating and capital budgets, leading a dedicated team, and fostering strong relationships with community organizations, stakeholders, and the public.
Duties and Responsibilities
- Provides strategic leadership, operational oversight, and administrative management for the Town's recreation programs and services, including aquatics, fitness, community programs, special events, and customer service operations.
- Develops and manages annual operating and capital budgets; monitors and approves operating and capital expenses.
- Manages and supervises the development and implementation of all leisure services division programs and events. Evaluate recreation programs and services that respond to community needs and align with corporate objectives.
- Oversees annual promotional and marketing plan, including new and innovative strategies, delivery methods and distribution.
- Participates in a collaborative manner with other members of the Recreation & Cultural Services team to ensure that building operation, resources are appropriately matched with recreation program needs.
- Develops and oversees the customer service function of the Recreation Services Division both Town wide and at the Leisure Centre; including assessing staffing requirements, recruitment, training, policy and procedure development.
- Develop and implement policies, procedures, service standards, and operational guidelines to support safe, productive, and customer-focused service delivery.
- Oversee procurement activities, including the development and approval of tenders, requests for proposals (RFPs), service agreements, and recreation-related capital purchases.
- Maintains positive and collaborative relationships with residents, members, program participants, and stakeholders by responding to inquiries, concerns, and complaints in a timely, professional, and customer-focused manner.
- Prepares reports, makes recommendations and attends meetings relating to recreation projects.
Key Competencies and Qualifications
- Post Secondary diploma or degree in Recreation Management or Recreation and Leisure Studies.
- Minimum of seven (7) years of related experience in management, recreation programming and business/marketing.
- Ability to build strong and enthusiastic staff teams and internal/external partnerships.
- Ability to align maintenance and operations programs with departmental goals and objectives.
- Excellent organizational, project management, analytical, interpersonal, communication and problem solving.
- Demonstrates strong budgeting, financial planning,
forecasting, and resource allocation skills to ensure fiscal responsibility.
- Commitment to promoting a culture of inclusiveness and serving a diverse population of employees, agencies and the public.
- Demonstrated proficiency with information technology including Microsoft Office Suite and ACTIVENet software (or equivalent).
- Knowledge of Municipal By-laws, Municipal Act, Municipal Policies and Procedures, Departmental Policies and Procedures, Provincial Legislation (Ontario Health Promotion and Protection Act, etc.).
- Availability to attend evening and/or weekend meetings or other events as required.
- Ability to provide a satisfactory Vulnerable Sector Screening upon hire.
The position offers a salary range of $126,223 to $153,425 (2026 rates) based on a 35 hour workweek plus a competitive benefit package and an option for flexible work arrangements. Closing date for this position is September 30, 2026.
