The Senior
Manager leads a team of staff, providing guidance, support, and supervision to ensure successful housing and programming outcomes for young people with a history of homelessness. As the Senior Manager of Housing, one of the key responsibilities is to supervise and monitor the outcomes of the programs led by the Team Leads within the housing program. This involves tracking the effectiveness of interventions, assessing the progress of participants, and managing youth records in Eva’s database management system to evaluate the overall impact of the programs on the youth served.
The Senior
Manager of Housing may be required to participate in rotation weekend shifts to accommodate program needs. Reporting to the Senior Director of Programs and Services, the Senior Manager of Housing will lead a diverse team providing leadership, strategic direction, and support to ensure the success of our housing programs.
Strategic Planning: Collaborate with senior leadership to define the long-term vision and goals for the Eva’s housing programs, aligning with Eva's mission and strategic objectives. Conduct comprehensive analyses of internal capabilities, external trends, and needs to inform strategic decision-making and goal setting. Identify emerging opportunities and potential risks that may impact the success of the program, taking proactive steps to capitalize on opportunities and mitigate risks.
Translate strategic goals and objectives into actionable plans with defined timelines, responsibilities, and performance metrics, ensuring accountability and progress tracking. Stay informed about internal and external developments that may impact the strategic direction of the program, remaining flexible and responsive to changing conditions and priorities. Provide supervision, coaching, and professional development opportunities to staff, fostering a culture of excellence, problem-solving, and continuous learning.
Encourage innovation and experimentation to drive continuous improvement and learning within the organization, fostering a culture of adaptability, resilience, and high performance. Ensure compliance with relevant legislation and policies,
including the Tenant Protection Act and other housing regulations in Ontario.
Adhere to safety protocols and procedures, particularly when visiting program sites or engaging with youth in crisis situations. Ensure that all program activities and services of staff operate are implemented with relevant best practice and evidence informed and in accordance with organizational policies and guidelines, applicable legislation, and shelter standards. Monitor program outcomes and performance metrics, collect data, analyze trends, and prepare reports to inform decision-making and program improvement.
Implement mechanisms for monitoring progress towards strategic goals and objectives, regularly reviewing performance metrics, and making adjustments as needed to stay on track. Conduct regular evaluations to assess the impact and effectiveness of strategic initiatives, gathering feedback and using data to inform continuous improvement efforts. Develop strategies to ensure the long‑term sustainability and growth of the program, including diversifying funding sources, building strategic partnerships, and leveraging resources effectively.
Relationship Building: Collaborate with internal and external parties, including staff, volunteers, community partners government agencies, community organizations, landlords, and funders, to support youth in accessing safe and stable housing. Build and maintain positive relationships with landlords and housing providers, negotiating leases, resolving disputes, and advocating for the rights and needs of youth tenants.
Data Analysis and Evaluation: Analyze collected data to identify trends, patterns, and areas of concern, using this information to inform decision‑making and program adjustments. Define and track performance metrics to measure the success of housing interventions, such as housing stability, access to support services, employment outcomes, and overall well‑being. Conduct regular evaluations to assess the impact and effectiveness of strategic initiatives, gathering feedback and using data to inform continuous improvement efforts.
Prepare and present reports on program outcomes to senior leadership, funders, and other key parties,
highlighting achievements, challenges, and recommendations for improvement. Graduate degree in a relevant field and/or comparable experience. Minimum 5 years supervision experience in a unionized environment, preferably in the housing or social service sector. ~ Strong analytical skills with the ability to collect, analyze, and interpret data to inform decision‑making, program improvement, and problem‑solving. ~ Demonstrated proficiency in program management, including planning, implementation, and evaluation. ~ Proven experience collaborating with government agencies, community organizations, and landlords. ~ Knowledge of the Residential Tenant Act, rent supplements, the Coordinated Access System, Housing Services Act, PATHS (priority Access to Housing) supportive housing, and housing First model ~ Understanding of the economic, political, and social factors which impact Black and racialized youth facing homelessness. ~ Experience using a case management model to work successfully with diverse populations and demonstrated commitment to promoting diversity and inclusion to work from an Anti‑ Black racism paradigm. ~ Experience with design, implementation, and evaluation of programs to address complex needs of youth experiencing comorbidity transitioning to independent living. ~ Knowledge and ability to integrate anti‑racism theories, anti‑oppression, critical disability, LGBTQ2S and trans‑positivity, trauma, harm reduction approaches in support of mental health and strengths‑based principles into practice. ~ Familiarity with advocacy processes and ability to utilize the Residential Tenancies Act, Landlord and Tenant Board processes and other relevant housing legislation ~ Knowledge of one or more of the following: child welfare and/or protection laws; youth justice and mental health system. ~ Transparent understanding of harm reduction principles and strategies to support mental health gained through direct experience working with individuals, preferably youth. ~ Proficient in MS Word, Excel, and Outlook. ~"We advise all applicants with work permits that obtaining employment with Eva’s will not guarantee the approval of any application for Permanent Resident status and emphasize that Eva’s positions may not qualify under the government’s Ontario Immigrant Nominee Program (OINP) or Labour Market Impact Assessment (LMIA) initiatives.
