Job Title:Settlement Worker in Schools (SWIS) (Contract Position until March 31, 2027)

Work location:TDSB and TCDSB schools, IRC, and other locations as assigned

Team: Settlement and Education Partnership Toronto (SEPT)

Hours: 35 hours per week. The position may require irregular hours, including evenings, weekends and some holidays. The position is subject to up to seven weeks of annual layoff, based on the school calendar and program requirements.

Salary Range:$49,322- $55,492

Current Rate: $27.10 per hour

Essential duties and responsibilities

- Conduct outreach and connect eligible newcomer students and families with settlement services in assigned schools and community locations.
- Confirm client eligibility and complete required intake, registration, consent and privacy procedures.
- Assess and reassess clients’ needs and assets and help them develop appropriate settlement plans, priorities and next steps.
- Provide accurate and culturally responsive information and orientation to individuals, families and groups about the Ontario education system, settlement services, government programs and community resources.
- Make appropriate referrals and provide service navigation, follow-up and additional support when clients face language, cultural, digital or other barriers.
- Identify clients with multiple or complex needs and connect them with appropriate specialized services while maintaining professional boundaries.
- Connect newcomer students and families with school, after-school and community programs and encourage parent and caregiver participation in their children’s education.
- Build culturally responsive relationships among newcomer families, schools, public institutions and community service providers while protecting client confidentiality.
- Plan,



deliver and evaluate group information sessions and other activities addressing identified settlement needs.
- Maintain current knowledge of IRCC requirements, school-board procedures, government policies, settlement services and community resources.
- Deliver services primarily in person, with virtual service delivery used only when required or approved based on client and program needs.
- Maintain accurate and timely client files, case notes, consent records, referrals and service data in CICS’s OCMS and IRCC’s iCARE systems.
- Complete required statistical, narrative, progress and outcome reports while following privacy, data-quality, service-coding and funder-reporting requirements.
- Monitor client needs, barriers, referral outcomes and emerging community trends and share relevant information with the team.
- Collaborate with CICS colleagues and external partners and participate in meetings, training, program evaluation and service improvement.
- Perform all duties in accordance with applicable legislation, IRCC requirements, the funding agreement, professional standards and CICS policies.
- Perform other related duties consistent with the position and applicable funding requirements.

Qualifications:
- University degree from a recognized institute, or recognized equivalent, in social sciences or a related discipline.
- Certification or training in community services, counselling or a related discipline is an asset.
- At least two years of relevant work experience, preferably in front-line settlement or community services within a not-for-profit setting.
- Strong knowledge of the cultural, economic and social needs of refugees, immigrant youth and their families, including settlement and integration issues.
- Knowledge of IRCC’s Settlement Program, client eligibility requirements and core settlement-service components.




- Knowledge of the Ontario education system.
- Knowledge of settlement programs, school supports, public institutions and community resources available to newcomer youth and families.
- Demonstrated ability to conduct needs and assets assessments, develop settlement plans, provide appropriate referrals and follow up on access to services.
- Demonstrated ability to organize services, manage competing priorities and work effectively with people from diverse cultural backgrounds and age groups.
- Demonstrated ability to maintain accurate client records and meet service-data and funder-reporting requirements.
- Proficiency in OCMS and iCARE, or the demonstrated ability to become proficient immediately following training, is required.
- Excellent communication, interpersonal, problem-solving, public-speaking and report-writing skills.
- Excellent oral and written English.
- Proficiency in Mandarin and/or Cantonese to meet client service needs.
- Ability to work effectively and respectfully in a multicultural environment.
- Proficiency in Microsoft Office and familiarity with digital communication, presentation and outreach tools.
- Flexibility to travel throughout the Greater Toronto Area and work occasional evenings and weekends.
