The Wolastoqey Tribal Council Inc. (WTCI) is a not-for-profit organization whose role is to provide capacity-building opportunities for its member communities within the traditional Wolastoqey homelands in New Brunswick. These member communities consist of Matawaskiye (Madawaska Maliseet First Nation), Wotstak (Woodstock First Nation), Bilijk (Kingsclear First Nation), Sitansisk (St. Mary’s First Nation), and Welamukotuk (Oromocto First Nation).

Project

The Wolastoqey Tribal Council (WTCI) is seeking proposals for the development of a Strategic Plan. We are looking for an experienced consultant to co-develop a strategic plan for the organization based on feedback from community, staff, and partners.

The successful proposal will need to demonstrate a strong track record of success in developing strategic plans as well as experience working with First Nation Organizations.

Project Goals

· Set clear priorities for the organization in alignment with community needs and funding realities.

· Guide and influence long-term planning.

· Strengthen accountability to communities and members.

· Optimize resources and opportunities.

Required Items for inclusion into the proposal:

· Work outline and methodology

· Qualifications and demonstrated experience

· Cost and timing

Evaluation Criteria:

Proposals will be evaluated based on:

· Understanding of the project goals.





· Experience with similar work.

· Feasibility of timeline and budget.

· Connection to Wolastoqey community and values.

SUBMISSION

Submissions are due on or before October 4th, 2026, at midnight. No submissions will be accepted after that date. The proposal selection will take place within 2 weeks of the submission date and applicants will be notified of the decision.
