Job Summary
Reporting to the Manager, Road and Bridge Operations, the Supervisor Road Operations is responsible for supervising the operation and maintenance of the regional road system in an assigned area to ensure an efficient operation and to meet council-approved levels of service.
Education
- Ontario Secondary School Diploma or equivalent.
- Post-secondary diploma in Transportation or Construction Engineering is preferred.
- Certified as a Road Supervisor with the Association of Ontario Road Supervisors.
- Completion of any of the following education is preferred:
- Good Roads courses – 1) T.J. Mahony Road School, 2) C.S. Anderson Road School, 3) Snow School, 4) Scott McKay Bituminous Technology and 5) Soils Technology.
- Association of Ontario Road Supervisors - Public Works Leadership Development certificate.
- An equivalent combination of education, experience and qualifications may be considered.
Knowledge
- 8 years of experience in road and bridge maintenance and/or construction.
- 5 years of experience in a Public Works / municipal roads maintenance setting is preferred.
- Knowledge and understanding of the Highway Traffic Act, Employment Standards Act, Occupation Health and Safety Act, the Ontario Traffic Manual, Minimum Maintenance Standards, AODA and Environmental Assessment Act.
- Knowledge of Excel, Word, Web Mapping Systems (AVL) and computerized maintenance management system (CMMS).
- Certification in Cardiopulmonary Resuscitation (CPR) and First Aid is preferred.
Responsibilities
Direct and organize the performance of maintenance operations on all regional roads in an assigned patrol area. (40% of Time)
- Organizes field staff to accomplish summer and winter road maintenance tasks and programs.
- Performs winter and summer road patrolling and directs field staff accordingly to meet minimum maintenance standards and operational service levels.
- Procures supplies, goods and services in accordance with established guidelines and policies.
- Ensures that vehicles and equipment are properly maintained, operated, and utilized.
- Monitors expenditures, unit costs and productivity in bridge and road maintenance activities, to meet pre-established standards, utilizing the Region’s CMMS system and taking corrective action when necessary.
- Responds to emergencies, complaints and requests for service and takes necessary action.
- Liaises with other government agencies, manufacturers and suppliers of operating and maintenance materials and services.
- Coordinates the scheduling of specialized equipment with other Divisional Supervisors and Managers.
- Secures utility locates and clearances for bridge and road maintenance activities.
- Assesses and makes recommendations on winter maintenance operations and route design.
- Monitors progression of winter road conditions, assessing the need for liquid application, sanding, salting and/or snow plowing and arranges for deployment of Regional and/or Area Maintenance Contract equipment and resources accordingly.
- Monitors progression of and provides direction for winter maintenance operations on Regional and Area Maintenance contract routes, to ensure quality and compliance.
- Completes necessary documentation regarding work actives to verify and substantiate compliance with relevant legislative requirements and applicable service levels.
Supervises staff, coordinating and planning work, providing work direction, assigning tasks and projects, determining methods and procedures to be used, monitoring quality of work, resolving problems and ensuring assigned results are achieved. (40% of time)
- Enables results with the organization’s human capital strategy to foster employee engagement.
- In conjunction with the Manager, provides training and development, coaching and discipline when necessary, and manages staff recruitment.
- Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
- Ensures staff has the information and resources to make successful plans and decisions.
- Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
- Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department.
- Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained.
This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S; processes, and other OH&S; concerns are responded to promptly.
- Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.
- Ensures staff compliance with provisions of the Highway Traffic Act.
- Conducts on-the-job training for bridge and road maintenance procedures, recommending additional training as required.
Maintains Regional roads to quality standards approved by Regional Council. (10% of time)
- Reports damages, hazards, and apparent traffic control deficiencies on all Regional roads, as well as observed infractions of Regional by-laws.
- Monitors work by utilities on Regional roads, ensuring compliance with permit requirements.
- Maintains daily work diary, which is retained for 21 years for reference in the event of litigation.
- Prepares daily and weekly activity records consisting of labour, equipment and material charges.
Identifies continuous improvement opportunities for service delivery.
(10% of time)
- Keeps abreast of new technology, methods and procedures, related to road and bridge maintenance, providing recommendations as appropriate.
- Manages and administers annual and multi-year Capital and Operating budgets for which they are delegated authority ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies.
- Administers and approves the acquisition of goods and services for their direct reports in accordance with the procurement policy.
- Makes recommendations for annual operations and maintenance budget for area of supervision.
Perform other related duties and responsibilities as assigned or required.
Special Requirements
- Must possess and maintain a valid and unrestricted specified license for the class of the vehicle operated (Class DZ).
- Must complete and maintain designation as Certified Roads Supervisor (CRS) as required by the Corporation.

- Position may participate in a weekly stand-by rotation and is subject to after-hour emergency call-ins.

Currently scheduled days, 8 and 12 hour shifts.
