Opportunity

MacEwan University is seeking an Advisor, Procurement and Contracts for a full-time continuing opportunity with the Procurement and Contract Management Services. The Advisor, Procurement and Contracts is responsible for leading assigned end-to-end low to medium-risk, low to medium-visibility, and/or low to medium-value procurement and contract services to meet the widely varying needs of the stakeholders across the university.





Key responsibilities include

Planning and Research

- Conducting regular meetings with internal stakeholders to understand procurement and business requirements; and
- Completing market research, procurement background assessment, and recommending procurement and contracting strategies to best meet business objectives with leadership support.

Competitive Bidding and Contract Administration
- Providing procurement and contract advice to various MacEwan’s stakeholders while working closely with MacEwan's legal department for expertise;
- Full ownership of the bidding process, which includes document development, solicitation on Alberta Purchasing Connection (APC), evaluation, awards on APC, regrets, and debriefs while ensuring proper stakeholder engagement,
- Leading end-to-end low to medium-risk, low to medium-visibility, and/or low to medium-value RFx processes;
- Sporadic involvement in high value/risk/visibility contracts and competitive bids under supervision, or in a supporting role to Procurement Senior Advisors;
- Leading and facilitating debriefing of unsuccessful bidders toward improvement of future responses and, based on feedback received, improvement of future competitive bidding documents.;
- Interpreting contract requirements, terms & conditions, and ensuring that all parties understand their responsibilities; and
- Facilitating and managing internal and external stakeholders’ engagement during the competitive bid and contract administration.

Departmental and Business Support
- Acting as a liaison between internal stakeholders and suppliers as needed; and
- Diligently moving the business forward by suggesting process improvements, mitigating risks to the university, and containing costs.

Skills

You will have:

- Exceptional attention to detail;
- The ability to identify risks and propose strategies to mitigate same in the contracting process;




- Demonstrated ability to manage multiple priorities and projects;
- Excellent communication skills, both verbal and written;
- Strong interpersonal, analytical and organizational skills;
- Demonstrated ability to deliver services in a service-oriented and client-centered environment;
- High level skill in using computers including experience with standard business applications including Microsoft Office and Excel;
- Demonstrated ability to work as a strong contributor in a team environment and able to effectively interact with all levels of management and staff;
- Experience with Contract Management Database, preferably PeopleSoft FSCM modules such as e-procurement, procurement, and PO Contract;
- Knowledge of relevant legislation and trade agreements with respect to public procurement obligations;
- Knowledge and experience in applying principles of project management; and
- Knowledge of contract laws.

Qualifications

- A minimum of a post-secondary certification in a business-related field.
- A minimum of 5 years' related procurement experience.
- A minimum of 3 years supporting competitive bid processes, writing resultant contracts based on an existing contract template.
- Experience working in post-secondary institutions or public procurement would be considered an asset.
- Experience using MS Access, SharePoint, Visio, and / or Project.

- Formal training in Business (contract law) or public procurement would be considered an asset.
- An equivalent combination of education and experience may be considered.
