Assistant Executive Director, Alberta Serious Incident Response Team (ASIRT) Ministry:Public Safety and Emergency Services Full or Part-Time:Full Time Permanent/Temporary: Permanent NJLC4 - Non-Justice Legal Counsel 4 The Alberta Serious Incident Response Team (ASIRT) a branch of the Police Review Commission (PRC) is Alberta’s civilian-led police oversight body, responsible for independently investigating police officers where allegations of criminal & statutory conduct arise, and for investigating Level 1 peace officer matters involving serious injury, death, or other significant incidents. Reporting to the Executive Director, the Assistant Executive Director, provides legal, operational, and strategic support to the Executive Director in the delivery of ASIRT’s mandate. The position supports the Executive Director in the advancement of investigations by providing legal advice, analysis, and recommendations to inform decision-making.

This includes contributing to the assessment of investigative findings and supporting the development of legal strategies in alignment with legislative requirements and jurisprudence. Provides advanced legal expertise and subject-matter knowledge to support ASIRT’s investigative processes, ensuring alignment with applicable legislation, common law, and standards of professional legal practice. Provides legal advice to support the lawful conduct of investigations and evidence collection in accordance with the Criminal Code and the Canadian Charter of Rights and Freedoms.

Reviews investigative materials and provides legal analysis to support the preparation of files for Crown review and potential prosecution by the Alberta Crown Prosecution Service. Applies advanced knowledge of law relating to the authority of police officers and peace officers, including the legal justification for the use of force and the exercise of that authority, and provides advice to support investigative and legal decision-making. Provides legal advice and analysis on complex, sensitive, and high-profile matters, including jurisdictional issues, evidentiary standards, and procedural fairness, to support consistent and defensible outcomes.

Contributes to the development and consistent interpretation of legal frameworks, administrative law principles, and investigative procedures, supporting alignment across ASIRT operations.



Provides legal input into disclosure processes, including review of records, identification of legal risks, and support for compliance with disclosure obligations, including considerations of privilege and statutory requirements. Provides advice in relation to litigation-related matters, including preparation for hearings, judicial reviews, or other proceedings, supporting the development of legally sound positions and mitigation of risk.

Liaises, as required, with internal and external legal stakeholders, including the Ministry of Justice, to support alignment of legal interpretations and approaches. Given the unpredictable, time-sensitive and high-risk nature of ASIRT’s work, the Assistant Executive Director must maintain the availability and flexibility required to provide timely legal and operational guidance, support immediate responses to critical incidents and assume delegated leadership responsibilities when required.

Considers legal obligations, operational pressures, the political environment and potential impacts on affected persons, police services and public confidence when developing recommendations for the Executive Director, while safeguarding investigative independence.

Adjusts legal work assignments and project priorities in response to critical incidents, emerging investigative needs and urgent requests, while maintaining attention to ongoing commitments. Weighs legal requirements, investigative complexity, resource capacity and impacts on affected persons when recommending solutions that advance timely, defensible outcomes and support ASIRT’s mandate and public confidence in the PRC.

Develop Networks : Education, certifications and/or training Related undergraduate law degree. Expert knowledge of criminal law and procedure including criminal investigative techniques. Expert understanding of criminal investigative techniques and compliance with the Criminal Code and Charter of Rights and Freedoms.

Cultural competencies for working with Indigenous and diverse communities. Demonstrated interpersonal and consulting skills, including the ability to establish and maintain effective working relationships with senior representatives across government, sector, and department. Skilled judgment and decision-making skills along with conceptual and critical thinking skills to monitor and evaluate systems and processes and work toward continuous improvement.

Excellent presentation skills to tailor content to different audiences. Creativity to foster innovation and guide staff through transformation and change. Human and financial resource management approaches and Government of Alberta requirements to effectively lead the unit.

Demonstrated experience leading complex projects involving multiple stakeholders, competing priorities, significant risks and interdependencies, from planning and implementation through to completion and evaluation. Demonstrated experience leading, coaching and developing multidisciplinary and diverse teams, including establishing clear expectations, managing performance, supporting employee well-being and development, and fostering a collaborative, respectful and psychologically safe work environment. There is one full time, permanent position.

Final candidates will be required to undergo, pass and maintain a federal and level of security clearance throughout their employment at ASIRT. A valid class 5 Drivers license is required. Any costs associated with obtaining the required documents/checks as noted or interview travel expenses, will be the responsibility of the candidate.
