Due to a Vacancy, the Municipality of Grey Highlands is pleased to invite applications for the position of Deputy Chief Building Official. Reporting directly to the Chief Building Official, the Deputy Chief Building Official performs statutory duties of the CBO under the Municipal Act and other related legislation in absence of the CBO.
The Deputy Chief Building
Official will be responsible for the overall management of staff for the day-to-day operations of the department and ensures skilled competencies are met and maintained and that excellent customer service is delivered. Ensure compliance with the Building Code Act,
OBC and other applicable law by completing provision of plans review and inspection services of all building types consistent with established policies practices and procedures as directed by the CBO including preparing and issuing orders. Review and evaluate building plans and proposals with respect to the building code.
Responsible for the day-to-day operations management of the Building Department, including making recommendations on discipline; performance reviews; training and development. Control and issue orders and in the absence of the Chief Building Official may include issuing Stop Work Orders, Orders to Uncover, orders respecting the use and occupancy of a building and emergency orders. Provide advice and technical expertise for the preparation of by-laws and policies.
Stay current with changes to legislation for building related matters. Perform additional duties and undertake special projects as assigned. Responsible for asset management as it relates to the department by providing updated information and documentation on new, disposed and updated conditions of assets to Director.
In cooperation with the Chief Building Official, ensures duties are performed with the expressed aim of protecting the Municipality. Develops and maintains good working relationships with Council, staff and the public which includes: Comply with all office procedures. Respond to public enquiries in a timely manner.
Ensuring employees are properly trained in health & safety responsibilities, use of equipment, and are aware of potential dangers on the job and how to deal with them. Providing safe and proper equipment, standard operating procedures,
supervision and communication (including written instruction), current MSDS sheets, where applicable. Ensuring employees are working safely within the law and safe work practices and procedures (wearing personal protective equipment (PPE), ensuring all guards are in place, understanding and following standards operating procedures), and evaluating performance.
Developing and maintaining an understanding of the OHSA, health & safety policies, and identifying and reporting concerns to Department. University degree in construction or related studies with formal training in administering the Completion of and registered qualifications in all categories under the Ministry of Municipal Affairs and Housing is considered an asset. A CBCO accreditation is considered an asset.
Possess good clerical experience and computer skills along with excellent organizational, interpersonal and public relations skills. Minimum 4 years related experience or field investigative experience. Thorough knowledge of zoning and planning by-laws.
Thorough knowledge of Building Code Act and the Ontario Building Code. Basic knowledge of Occupational Health & Safety Act, WHMIS, and the Municipal Freedom of Work involves walking outside with exposure to various temperatures, inclement weather including rain and snow, usually in a work alone situation. Work involves travelling in a vehicle, typically locally, to other Municipal buildings or off-site locations.
Mental effort is required when diffusing situations and coming up with creative solutions to situations on many different levels and areas. Internally, this includes municipal employees, managers and members of Council. Externally, this includes: the public, Court personnel, police staff, contractors, businesses, residents, regulating authorities and other officials.
