Qualifications

MINIMUM FORMAL EDUCATION/TRAINING:

Required

- Bachelor’s degree in Information Technology, Computer Science, Business Administration, Management, or a related discipline. An equivalent combination of education and experience may be considered.
- Demonstrated commitment to ongoing professional development and continuous learning.

Preferred

- Relevant certifications, training, or professional development in ITIL, service management, change management, Microsoft 365, process improvement, business relationship management, stakeholder engagement, or related disciplines

EXPERIENCE:

Required

- Minimum seven years of progressively responsible experience developing, implementing, operating, or governing digital enablement, workflow automation, citizen development, collaboration, AI-enabled innovation, or organizational transformation programs within a large and complex organization.
- Experience developing, implementing, administering, or improving governance frameworks, operating models, service offerings, Communities of Practice, or organizational enablement programs.
- Experience leading or coordinating complex cross-functional initiatives involving stakeholder engagement, prioritization, resource coordination, risk assessment, and organizational change.
- Experience contributing to change management, communication planning, adoption strategies, training initiatives, or stakeholder readiness activities.
- Experience using Microsoft 365 collaboration, automation, workflow, and AI-enabled technologies to support organizational improvement initiatives.
- Previous supervisory, team lead, or formal people leadership experience.

Preferred Experience (Assets)

- Experience working with diverse stakeholder groups, including faculty, staff, students, researchers, administrative units, senior leadership, and technical teams.
- Experience in business relationship management, stakeholder consultation, workflow and process analysis, service improvement, or organizational effectiveness initiatives.
- Experience supporting non-standard technology requests, service escalations, product evaluations, procurement activities, or IT investment planning.
- Experience developing recommendations, conceptual designs, operating procedures, business cases, governance materials, or implementation guidance for leadership review.

Key responsibilities

Digital Enablement Practice Leadership, Operations and Innovation

- Provide operational and professional leadership for the University's Digital Enablement Practice, including responsibility for the development, implementation, operation, governance, measurement, and continuous improvement of service offerings, engagement models, Communities of Practice, adoption strategies, maturity assessments, and multi-year roadmaps.
- Develop, implement, administer, and continuously improve the Digital Enablement operating model, including service definitions, intake processes, assessment methodologies, prioritization approaches, resource coordination practices, delivery methods, escalation pathways, and stakeholder engagement standards.
- Develop, maintain, and oversee the implementation of the Digital Enablement governance framework, including decision-making processes, prioritization criteria, accountability models, risk controls, standards, methodologies, templates, reusable solution patterns, operating procedures, and implementation guidance. Prepare governance and policy recommendations for review and consideration through appropriate University governance channels.
- Establish, coordinate, and sustain the University's Digital Enablement Community of Practice, including participation models, knowledge sharing, capability development, standards awareness, solution reuse, citizen developer engagement, and adoption activities.
- Coordinate and oversee the day-to-day operation of the Digital Enablement Practice, including intake management, workload prioritization, assignment of work to resources supporting the practice, issue escalation, stakeholder communication, quality assurance activities, and continuous improvement initiatives.
- Establish work priorities, assign and redistribute work, monitor progress and quality, remove barriers to delivery, and ensure resources are effectively utilized to meet practice objectives and stakeholder commitments.
- Participate in recruitment, interviewing, employee onboarding, succession planning, and employee development and performance review activities in collaboration with the Assistant Director as required
- Establish, monitor, and report on Digital Enablement performance measures, maturity indicators, adoption metrics, workload and capacity measures, service outcomes, stakeholder experience, benefits realization indicators, and practice effectiveness recommendations for leadership review.
- Assess the resource, financial, licensing, support, sustainability, and operational implications of proposed Digital Enablement initiatives and provide recommendations to management and relevant governance authorities.
- Lead collaborative evaluations of business and technology processes to identify opportunities for automation, AI integration, workflow modernization, and Digital Enablement initiatives that enhance operational effectiveness and service quality.
- Provide strategic guidance on digital process automation opportunities that improve operational efficiency, reduce manual effort, and strengthen compliance while aligning with institutional priorities.
- Lead or coordinate complex cross-functional Digital Enablement initiatives through discovery, assessment, prioritization, conceptual design, governance review, adoption planning, and transition to the appropriate delivery or operational owner.
- Lead and incorporate security, privacy, records management, accessibility, and compliance considerations for citizen development and low-code/no-code solutions to minimize institutional risks associated with automation, AI-enabled capabilities, and digital workflow platforms.
- Ensure proposed solutions align with university IT standards, governance requirements, security obligations, compliance requirements, and enterprise architecture direction.
- Design and prototype conceptual or proof-of-value automation and workflow solutions using Microsoft 365 tools, including Power Apps, Power Automate, SharePoint, AI capabilities, and Copilot Studio, to evaluate opportunities, support decision-making, and inform future implementation approaches. Production implementation and ongoing support remain the responsibility of the appropriate delivery and operational teams.




- Contribute to change management planning by engaging stakeholders and advising on communication, training, adoption, and organizational readiness considerations.
- Document and share workflow improvement recommendations, conceptual designs, and technical blueprints within IST to support knowledge transfer, continuous learning, and process optimization.
- Maintain awareness of emerging collaboration, automation, and AI-enabled capabilities that may support improved service coordination, innovation, and stakeholder engagement.

Digital Advisory, Stakeholder Engagement & Service Alignment

- Act as a trusted advisor to faculties, administrative units, researchers, staff, and students regarding digital enablement opportunities, information management, workflow modernization, and technology-related needs.
- Engage stakeholders to understand business objectives, operational challenges, and emerging technology requirements, identifying opportunities for service improvement, workflow modernization, automation, and digital enablement.
- Facilitate alignment between stakeholder priorities and University technology strategies, governance requirements, standards, and service capabilities.
- Conduct business process and service analyses to identify opportunities that improve operational effectiveness, collaboration, and technology adoption.
- Advise stakeholders on available technology solutions, service offerings, standards, and governance considerations, including recommendations regarding non-standard requests where appropriate.
- Support complex stakeholder requests through consultation, research, service review, procurement guidance, and coordination with relevant delivery teams.
- Identify emerging trends, institutional needs, and opportunities that may influence future Digital Enablement priorities, service demand, or technology investments.
- Monitor service performance, stakeholder feedback, and service delivery concerns, escalating issues and recommending improvements where appropriate.
- Coordinate with IST leaders, technical teams, and stakeholders when service issues, technology risks, or escalations require cross-functional review or resolution.
- Establish and monitor Digital Enablement engagement, adoption, and service alignment measures to support continuous improvement and effective practice outcomes.

Service Enhancement & Project Facilitation

- Facilitate the development of recommendations for service changes and enhancements that respond creatively to stakeholder needs.
- Apply strong coordination, organizational, communication, and collaboration skills to support partnership, service improvement, and enablement initiatives.
- Contribute to service evaluation processes by using available information and stakeholder feedback to guide recommendations and quality improvement initiatives.
- Support and facilitate cross-functional service improvement initiatives where stakeholder alignment, consultation, communication, governance coordination, or issue escalation management is required.
- Coordinate and lead cross-functional teams, practice resources, student employees, and other assigned personnel participating in Digital Enablement initiatives
