Help Shape the Future of Agile Delivery at PERA!
PERA is seeking an experienced Agile professional who combines Scrum Master expertise with a passion for coaching, continuous improvement, and organizational transformation. This role serves as both a facilitator of Agile software delivery and a strategic partner in advancing Agile practices across the agency.

The successful candidate will guide Scrum teams in delivering high-value outcomes while working with Product Owners, leaders, and stakeholders to improve collaboration, transparency, and effectiveness. You will facilitate Agile ceremonies, manage cross-team dependencies, remove organizational barriers, and use delivery metrics to drive measurable improvements.

As an Agile champion, you will influence and support agency-wide Agile adoption by coaching individuals and teams, facilitating workshops and learning forums, promoting Lean-Agile practices, and helping leaders navigate organizational change. Your work will contribute to building a culture of agility, innovation, and continuous learning that enables teams to deliver exceptional results for the people we serve.

This position is telework eligible and offers a hybrid work schedule, based on agency and department needs. Scheduled in-office workdays will be at the PERA office, 60 Empire Drive, Suite 200, St. Paul, Minnesota.

Candidates residing in Minnesota within 50 miles of our St Paul office may be eligible to telework up to 50%.

Candidates residing in Minnesota and more than 50 miles from our office may be eligible to telework more than 50%.

Candidates residing in a bordering state within 50 miles of our office may be eligible to telework up to 50%.

Minimum Qualifications
To facilitate proper crediting, please ensure your resume clearly describes your experience in the areas listed below and indicates the beginning and ending day, month, and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of the minimum qualifications will be considered for this position.

5+ years of experience working in Agile software delivery environments, including 2+ years serving as a Scrum Master or in a comparable Agile facilitation role with demonstrated expertise in Agile principles, values, and the Scrum framework.

Experience coaching Agile teams, Product Owners, leaders, and stakeholders to improve Agile practices and organizational effectiveness.

Experience facilitating Scrum events, coordinating cross-team dependencies,



and identifying and removing team and organizational impediments.

Experience using Agile management tools such as Azure DevOps, Jira, or equivalent platforms.

Minimum qualifications that will be assessed during the interview process:

Experience driving continuous improvement through the use of Agile delivery metrics, identification of systemic impediments, and implementation of process improvements.

Demonstrated ability to facilitate collaboration, resolve conflicts, and effectively engage stakeholders at multiple organizational levels.

Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences

Preferred Qualifications

Certified Scrum Master (CSM), Professional Scrum Master (PSM), SAFe Scrum Master (SSM), or equivalent Agile certification.

Experience in a scaled Agile environment (SAFe).

2+ years of experience in an Agile Coach, Enterprise Agile Coach, or comparable organizational coaching role.

Knowledge of additional Agile and Lean approaches, including Kanban.

Experience leading or supporting enterprise Agile transformations or other large-scale organizational change initiatives involving multiple teams and business areas.

Experience establishing or facilitating Agile communities of practice, workshops, learning forums, or other mechanisms that promote organizational learning and continuous improvement.

Experience using Agile metrics and organizational performance indicators to influence leadership decisions and guide enterprise Agile improvement initiatives.

Financial services, pension administration, government, or highly regulated industry experience.

Bachelor's degree in Management Information Systems, Computer Science or similar technology degree.
