Position Summary

Reporting to the Manager, Procurement and Insurance, the Procurement Specialist plays a critical role in the College’s supply chain management process by ensuring that the College receives the best value for the goods and services it purchases while at the same time managing and mitigating the College’s compliance, contractual and reputational risk.

The role provides specialized procurement services and leads end-to-end procurement activities on the College’s larger and more complex procurements. This involves understanding the purchasing needs of the College’s business units, planning, coordinating and leading sourcing requests (e.g. leading RFQs, RFPs, RFIs, RFSQs etc.), evaluating vendor proposals, negotiating vendor contracts, and providing expert advice on procurement compliance matters, and procurement best practices.

The role represents the department in engagements across the College, fosters collaboration,



contributes to continuous improvement initiatives, and ensures compliance with legislative, ministry, and College requirements while supporting departmental objectives for good value and timely service.

Responsibilities

- Guiding cross functional working teams to develop and execute sourcing strategies for assigned business units and/or spend categories.
- Leading sourcing requests by working collaboratively with stakeholders to articulate purchasing requirements, develop vendor evaluation criteria, establish consensus, award and negotiate contracts, debrief unsuccessful vendors and monitor the performance of successful proponents.
- Serving as the subject matter expert on the College’s procurement policy and procedures, provincial directives and procurement best practices, providing training and technical support as needed and ensuring that stakeholders are aware of and adhere to ethical standards.
- Providing direction and acting as a lead resource to buyers and officers within the department, providing support and technical guidance on procurement and public tendering issues, insurance matters and other procurement compliance issues.
- Ensuring that procurement templates and forms are updated and compliant with the latest provincial directives, legislation and procurement best practice.
- Assisting the Manager, Procurement and Insurance with updates to the College’s Procurement Policy & Procedures, Procurement Protest Protocol and the Supplier Suspension Protocol as needed.
- Supporting the Manager, Procurement Insurance with the coordination of sourcing requests and other team administration.

Qualifications/Experience

- Three (3) year degree or diploma from a recognized post-secondary institution in Supply Chain Management, Business Administration, Accounting, Finance, or a related field.




- Certified Public Procurement Officer (CPPO) or Certified Skilled Public Buyer (CPPB) or other equivalent professional certification from a recognized supply chain association.
- Five (5) years of progressive public sector procurement experience leading sourcing requests (RFP, RFQ and RFSQ).
- Demonstrated knowledge of Broader Public Sector (BPS) procurement directives is required.
- Advanced proficiency with Microsoft Excel, Teams, OneDrive, and SharePoint is required.
- Excellent interpersonal skills with ability to collaborate with a diverse range of college stakeholders and external suppliers.
- Demonstrated problem-solving skills with high attention to detail
- Proven customer service skills with the ability to manage and resolve conflicts
- Strong teamwork, organizational, and time management skills with the ability to manage multiple priorities effectively.
- Knowledge of insurance-related processes is a strong asset.
- Experience in a post-secondary education institution is an asset.
- Knowledge of ServiceNow and Ellucian Banner is an asset.
- Strong understanding and commitment to the principles of equity, diversity and inclusion.
