The role provides leadership in quality assurance, regulatory compliance, technical governance, operational auditing, continuous improvement, and competency management to ensure work is performed safely, consistently, efficiently, and in accordance with applicable legislation, codes, standards, customer requirements, and company expectations.

Key Impact / Purpose Maintain a consistent compliance framework for regulated fuels, pressure equipment, pressure piping, welding, brazing, and related work across multiple Canadian jurisdictions.
Translate regulatory and code requirements into practical procedures, controls, checklists, and documentation expectations.
Ensure required permits, licenses, certificates, registrations, qualifications, inspections, submissions, and authorizations are maintained and current.
Strengthen compliance and quality through effective audits, corrective actions, documentation, training, and continuous improvement.
Provide operational teams with timely guidance on regulatory requirements, inspection expectations, testing, commissioning, repairs, alterations, and documentation.
Duties And Responsibilities Regulatory and Code Compliance Interpret and communicate requirements relating to fuels, boilers, pressure vessels, pressure piping, welding, brazing, repairs, alterations, inspections, testing, commissioning, and operation.
Monitor legislation, code adoption, regulatory bulletins, directives, advisories, and jurisdictional guidance issued by applicable authorities.
Maintain jurisdictional compliance matrices identifying regulatory obligations, permits, licenses, registrations, inspections, renewals, and reporting requirements.
Provide practical guidance to operational teams regarding code interpretation and compliance requirements.
Support consistent implementation of regulatory requirements across all regions.
Certificates, Permits, Registrations, and Authorizations Oversee organizational certificates, permits, licenses, quality program approvals, registrations, and related authorizations.
Coordinate applications, renewals, submissions, regulator communications, and supporting documentation.
Monitor authorization status, renewal schedules, and scope limitations.
Ensure work activities remain within approved organizational and jurisdictional authorizations.
Coordinate responses to regulatory findings and corrective actions arising from external audits and inspections
Quality and Compliance Systems Governance Develop, implement, maintain, and improve the organization's Quality Management System (QMS).
Develop and maintain quality and compliance manuals, procedures, standards, forms, templates, checklists, and controlled documentation.
Ensure quality and compliance programs remain aligned with applicable regulations, codes, standards, customer requirements, and industry best practices.
Establish governance processes for document control, record retention, audit management, and corrective actions.
Promote a culture of quality, accountability, and continuous improvement throughout the organization.
Quality Assurance and Technical Standards Develop and maintain field quality standards and technical execution requirements.
Establish quality expectations for installation, service, maintenance, testing, commissioning, repair, alteration, and documentation activities.
Promote consistency in work execution, documentation practices, inspection processes, and customer deliverables across all regions.
Conduct field reviews and quality assessments to verify adherence to company standards and approved work practices.
Support operational teams in improving workmanship quality, documentation quality,
and service consistency.
Maintain and communicate best practices, lessons learned, and technical standards.
Identify opportunities to improve quality outcomes and reduce operational variability.
Personnel Qualification and Competency Oversight Support development, maintenance, and administration of qualification and competency programs.
Ensure qualified personnel maintain required certifications, licenses, registrations, and competencies.
Monitor qualification requirements associated with regulated work activities.
Support workforce development initiatives aimed at improving technical competency and quality performance.
Maintain qualification tracking systems and competency records.
Operational Quality and Compliance Support Provide quality and compliance guidance during planning, procurement, installation, repair, alteration, commissioning, maintenance, and closeout activities.
Assist operational teams in identifying quality requirements, compliance obligations, inspection requirements, testing requirements, and documentation expectations.
Support implementation of quality controls and compliance processes within day-to-day operations.
Assist field leadership in addressing quality concerns, compliance questions, and operational risks.
Promote consistent application of company procedures and standards across all business units.
Regulator, Customer and Stakeholder Coordination Coordinate with regulators, authorized inspection agencies, insurers, engineers, third-party inspectors, certification bodies, and client representatives.
Support regulatory inspections, audits, reviews, and compliance inquiries.
Participate in customer quality reviews, audits, performance meetings, and corrective action discussions.
Maintain records of regulatory correspondence, audit findings, customer concerns, and external commitments.
Act as the primary contact for significant quality and compliance matters
Audits, Inspections and Continuous Improvement Develop and administer the national audit program.
Conduct operational audits, field quality audits, documentation reviews, and compliance assessments.
Evaluate adherence to company procedures, technical standards, regulatory requirements, and customer expectations.
Identify process gaps, recurring deficiencies, and opportunities for improvement.
Support external audits conducted by regulators, customers, insurers, certification bodies, and other stakeholders.
Track audit findings through to closure and verify effectiveness of corrective actions.
Share audit findings, lessons learned, and best practices across the organization.
Corrective Action and Non-Conformance Management Develop and maintain processes for managing deficiencies, non-conformances, customer complaints, and quality concerns.
Lead investigations into recurring quality issues, service delivery failures, and compliance deviations.
Facilitate root cause analysis and corrective action planning.
Track corrective and preventive actions through to completion.
Verify implementation and effectiveness of corrective actions.
Escalate significant quality or compliance risks to operational and executive leadership as required.
Quality Performance Monitoring and Reporting Develop and maintain key quality and compliance performance indicators.
Monitor trends related to audit findings, deficiencies, rework, customer complaints, callbacks, corrective actions, and compliance observations.
Analyze performance data and recommend improvement initiatives.
Prepare management reports, dashboards, quality summaries, and executive presentations.
Support leadership teams with performance reviews and strategic planning activities.
Measure effectiveness of quality and compliance programs and recommend enhancements.
Training, Awareness and Culture Develop or support training materials, guidance documents, quality alerts, compliance bulletins, and awareness programs.
Promote understanding of quality expectations, regulatory obligations, and company standards.
Support onboarding and ongoing competency development initiatives.
Foster a culture of accountability, continual improvement, and operational excellence.
Provide coaching and guidance to operational leaders and field personnel on quality and compliance matters.
Must Haves Strong working knowledge of Canadian jurisdictional requirements for fuels, boilers, pressure vessels, pressure piping, fittings, repairs, alterations, welding, brazing, inspections,
testing, certificates, permits, licenses, and registrations.
Familiarity with CSA B51, CSA B149 series, ASME Boiler and Pressure Vessel Code, ASME B31 piping codes, CSA W47.1, CSA W59, and related jurisdictional requirements.
Ability to interpret technical requirements and translate them into practical operational processes.
Strong understanding of quality management principles and quality assurance methodologies.
Experience developing, implementing, and maintaining Quality Management Systems.
Knowledge of operational auditing, field quality assurance, continuous improvement, and corrective action processes.
Experience conducting technical and operational audits.
Proficiency in root cause analysis and investigation techniques.
Experience managing non-conformance and corrective action programs.
Ability to utilize performance data to drive organizational improvement.
Strong leadership, coaching, and influencing skills.

Nice to Haves Experience working within mechanical contracting, building services, industrial services, pressure equipment, or regulated construction environments.
Experience managing regulatory compliance programs across multiple Canadian provinces or territories.
Experience with welding procedure qualification and registration, pressure equipment registration, fuel system requirements, or authorized inspection programs.
Experience conducting internal or external quality and compliance audits.
Experience developing compliance manuals, inspection plans, forms, checklists, training materials, or other controlled documentation.
Experience working directly with provincial or territorial regulators, authorized inspection agencies, certification bodies, insurers, or third-party inspectors.
Post-secondary education or technical certification in engineering, quality, construction, mechanical systems, or a related discipline.
This is a new position.
Expected annual compensation: $120,000 - $140,000.
