Role Overview

We are seeking a highly skilled Senior Software Developer to support the Ministry of Treasury Board Secretariat. The successful candidate will be responsible for designing, developing, testing, implementing, maintaining, and troubleshooting enterprise applications.

The role requires robust programming and application development expertise, with experience in Java, Microsoft Power Apps, Azure DevOps, Windows/Linux environments, databases, middleware, APIs, application monitoring, and structured software development methodologies .

The candidate will work closely with business stakeholders, architects, developers, QA teams, project managers, and other IT professionals to deliver secure, scalable, and high-quality technology solutions aligned with business requirements and Ministry objectives.

Key Responsibilities

- Technical Knowledge & Software Development – 50%
- Translate technical system specifications into working, tested applications.
- Develop detailed programming specifications and write or generate application code.
- Design, develop, compile, maintain, debug, and unit-test data-driven applications.
- Provide end-to-end solution design, development, and unit testing aligned with business requirements, reference architecture, and Ministry objectives.
- Apply strong and current programming knowledge, preferably including Java.
- Develop solutions using low-code platforms such as Microsoft Power Apps.
- Utilize Azure DevOps, GitHub, and other emerging technologies.
- Work with Windows and Linux server operating systems and related technologies.
- Demonstrate solid knowledge of relational and multi-DBMS environments, including Oracle 19c and DB2/Windows.
- Diagnose and optimize queries, indexes, and server performance through performance tuning.
- Understand and support backup and recovery processes.
- Install, configure, administer, and tune middleware software and gateways.
- Support application development, monitoring, maintenance, and troubleshooting.
- Design and implement REST API integrations following industry best practices.
- Analyze and resolve data integrity, security, configuration, and recovery issues.
- Assess and test technically complex Change Requests (CRQs) and make updates as required.
- Participate in release promotions, implementations, patching, change management, and release management activities.
- Incorporate security requirements into solution design and comply with applicable OPS security standards and policies.
- Collaborate with stakeholders to understand business goals and deliver technology solutions that achieve expected outcomes.
- Communication, Collaboration & Troubleshooting – 30%
- Troubleshoot and resolve technical issues arising during software implementation, operation, conversion, and migration.

- Planning, Documentation & Knowledge Transfer – 20%
- Prepare comprehensive technical documentation supporting application architecture and solution design.
- Provide user and system documentation as required.
- Document application designs, code, testing activities, troubleshooting procedures, and implementation details.
- Prepare reports, technical updates, and project documentation as required.
- Conduct design walkthrough sessions with project teams.
- Deliver knowledge-transfer sessions to team members on completed work and technical solutions.
- Provide post-implementation support and resolve technical issues following deployment.
- Support structured methodologies throughout the design, development, implementation, and maintenance lifecycle.

Required Skills & Experience Technical Skills

- Strong and current programming experience, preferably including Java.
- Experience with Microsoft Power Apps / low-code platforms.
- Strong understanding and practical experience with Azure DevOps.
- Experience with GitHub and modern/emerging development technologies.
- Strong understanding of Windows and Linux server operating systems.
