About our Branch
The Municipal Finance Policy Branch is responsible for the legislative, regulatory and policy framework for finances in Ontario's municipalities. The branch seeks to promote the long-term financial sustainability and accountability of the municipal sector by developing policy options and advice. The branch is also responsible for policy issues like municipal borrowing and investment, municipal revenue sources, financial analysis and reporting, and pension governance of the Ontario Municipal Employees Retirement System (OMERS).
About the job
In this role, you will:
- Provide policy advice, expertise, and briefings to senior management
- Leads/coordinates the research and analysis of current and emerging policy issues related to municipal taxes and revenues for local governments in Ontario
- Manage and lead all aspects of project planning and supervise project team
- Contribute to the development of benchmarks and criteria for the monitoring and evaluation of policy initiatives across sectors and to assess new or changed policies and programs
- Participate on working committees and task forces and develop successful working relationships with stakeholders
What you bring to the team
Technical knowledge
You can demonstrate an understanding of:
- Provincial and ministry strategic directions and key objectives pertaining to tax and revenue principles
- Municipal finance, including property taxation, grants policy and capital financing
- Legislation and regulations related to municipal finance (e.g. Municipal Act)
- Provincial and municipal government structure, decision-making and accountability structures
Project planning and management skills
You can:
- demonstrate project coordination and management skills to provide leadership and guidance to project staff
- manage all aspects of research project planning
Research and analytical skills
You can:
- identify emerging financial and economic issues, trends, and best practices in the sector, to provide advice, interpretation, and policy expertise to senior management
- evaluate competing interests and proposals of stakeholders to identify issues and impacts
- conceptualize, plan and supervise research studies and projects
- assess and develop performance criteria to assess current or changed policies and programs
Interpersonal and communication skills
You can:
- use advisory and consultation skills to provide policy expertise and direction
- discuss and resolve diverse and competing issues with inter-jurisdictional stakeholders, and negotiate mutually acceptable solutions
- explain program policy positions and promote policy/strategic initiatives
- develop effective linkages and collaborate on projects
