Bursey Excavating & Development / Bursey Contracting is seeking an experienced HSE Advisor to support our heavy-civil construction and demolition operations in the St. John's and surrounding area.

Reporting directly to the HSE Manager, the successful candidate will provide hands-on safety support across multiple active projects. This position requires someone who is comfortable working in the field, communicating with workers and supervisors, and developing and maintaining the documentation required for an effective health and safety program.

Responsibilities

- Report to and work under the direction of the HSE Manager
- Develop and maintain Site-Specific Safety Plans for company projects
- Prepare and review hazard assessments, FLRAs, JSAs and safe work procedures
- Develop, review and revise Traffic Control Plans
- Conduct regular inspections of jobsites, equipment and work activities
- Identify hazards and work with site supervision to implement appropriate controls
- Monitor traffic-control setups to ensure they conform to approved plans and applicable requirements
- Provide safety support for heavy-civil construction and demolition activities
- Deliver site orientations, toolbox talks and other safety training
- Monitor compliance with company policies, project requirements and Newfoundland and Labrador OHS legislation
- Participate in incident reporting, investigations and corrective-action follow-up
- Maintain organized and accurate safety records
- Monitor subcontractor compliance with project and company safety requirements
- Assist supervisors and workers with practical solutions to field-level safety concerns
- Support COR requirements and internal and external safety audits
- Travel between company projects as required

Required Qualifications

- Diploma or certificate in Occupational Health and Safety, or an equivalent combination of education and experience
- Previous HSE experience in heavy-civil construction
- Valid Traffic Control Person Level II (TCP Level II) certification




- Demonstrated experience developing Traffic Control Plans
- Demonstrated experience developing Site-Specific Safety Plans
- Practical knowledge of excavation and trenching, underground utilities, heavy equipment, traffic control, roadwork, concrete work and demolition activities
- Working knowledge of Newfoundland and Labrador OHS legislation
- Experience completing inspections, hazard assessments, incident investigations and safety documentation
- Solid communication, organization and computer skills
- Ability to manage multiple priorities and work effectively in a fast-paced, dynamic environment
- Ability and willingness to work outdoors in varying and occasionally inclement weather conditions
- Ability to work independently while following the direction and priorities established by the HSE Manager
- Valid driver's license and reliable transportation
- Current Standard First Aid certification

Previous safety experience with demolition, COR, municipal infrastructure, utility work or large construction projects would be considered an asset.

We are looking for a practical and dependable safety professional who can build productive working relationships while maintaining clear safety expectations. The successful candidate must be comfortable spending significant time in the field and addressing safety concerns directly and professionally.

This is not strictly an administrative position. The HSE Advisor will be expected to maintain an active presence on our projects and provide consistent support to workers and site supervision.
