Minnesota Management and Budget (MMB) is seeking a COBRA Administrator to serve as a key expert on the Statewide Employee Group Insurance Program (SEGIP) team, ensuring that employees and dependents across the state receive accurate, lawful, and timely continuation-of-coverage and benefits billing support. This role blends analytical depth with cross-agency collaboration, guiding HR staff, SEGIP partners, payroll teams, and state employees through complex eligibility, billing, and compliance issues. This position provides strategic insight into benefits administration processes.

Job Duties For This Position Include
- Monitoring and maintaining COBRA administration to ensure accurate eligibility, lawful coverage offerings, and compliance with federal and state requirements
- Analyzing and resolving complex COBRA, benefits billing, and eligibility discrepancies through audits, queries, and cross-module research in the State’s human resources information system
- Oversee payment monitoring and enforce coverage continuation or termination based on billing status, including adjustments and reinstatements as needed
- Provide high-level expertise and guidance to state agencies, SEGIP staff, and employees, including influencing policy and contributing to collective bargaining discussions
- Support system development and enhancements by recommending changes, testing updates, and implementation improvements to CORBA and benefits billing processes
Telework options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 40% of the time. This position is required to be in-office at least 60% of the time. - Two (2) years of experience* performing benefits administration work (billing, determining eligibility, and enrollment) that includes analyzing issues, identifying discrepancies, and querying systems
Experience Must Include
- COBRA administration including knowledge of related state and federal requirements
- Resolving COBRA, billing, and eligibility discrepancies through audits and queries from a human resources information system (HRIS), such as PeopleSoft or Workday
- Using databases, spreadsheets, and reporting tools to retrieve, audit, and organize information, such as Excel, query/reporting tools, or financial or HR information systems
- Communication and interpretation skills sufficient to explain complex policies, billing corrections, or eligibility determinations to a variety of audiences in clear and understandable terms
- Ability to independently manage workload, meet deadlines, and adapt to frequent program, system, or procedural changes
- Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work setting.
- A bachelor’s degree in human resources, business administration, or public administration may substitute for one (1) year of experience.

- Experience with Premium Billing processes and adjustments
- Experience performing COBRA benefits administration
- Experience with SEMA4 or PeopleSoft products
- Experience with public sector benefits administration (city, county, state, federal, or Tribal)
- Experience working directly with Benefit Plan Administrators (eg. BCBS, HP, MetLife)
- CEBS or COBRA Certification
