About the Role The Data Governance Specialist will establish, implement and operationalize the data governance framework for GroupHEALTH's Insurance Data Platform (IDP), owning capabilities including the data catalog, business glossary, data quality, classification, lineage and stewardship model across the GroupHEALTH Family of Companies (GHFoC). Working closely with business and technology leaders, this role leverages Microsoft Purview and the IDP medallion architecture to improve data transparency, quality, compliance and accountability across member, employer, provider and insurance data domains.
This is a hybrid role based out of our Surrey, BC office, working 3 days in office and 2 days from home.
What to Expect in Your First 3 Months
First 30 Days:
- Complete a current-state assessment of data governance maturity and confirm the Purview domain hierarchy (Subject Area → Domain → Subdomain) for Release 1 – Customer (Member, Provider, Employer) and Claims.
- Onboard Bronze, Silver, and Gold assets into the Microsoft Purview Unified Catalog and validate initial scans, while meeting individually with key system owners across the GHFoC to understand the current data landscape and scope.
First 60 Days:
- Assign Domain Owners and Data Stewards to each domain, secure SME sign-off on Critical Data Elements (CDEs) and business glossary terms, and embed the data governance RACI across GHFoC entities and the third-party vendor team.
First 90 Days:
- Operationalize the Data Quality framework – CDE-based DQ rules, scorecards, and issue log – in Purview; enable automated PII/PHI classification, dynamic data masking, and RBAC aligned to Canadian data-residency requirements; stand up the data intake/access governance process; and deliver and execute the Training & Enablement pack.
What You'll Do
- Own and maintain the Microsoft Purview Unified Catalog as the authoritative catalog for all IDP data assets across Bronze, Silver, and Gold
- Configure Governance Domains and subdomains,
register and classify data assets, and keep the catalog searchable and current
- Anchor the business glossary, mapping glossary terms (Member, Policy, Claim, etc.) to technical metadata with CDE definitions and assigned stewards
- Own the DQ operating model (proactive and reactive) and maintain the DQ Rulebook of CDE-based rules and the DQ Issue Log
- Build and monitor DQ scorecards and dashboards covering completeness, accuracy, consistency, validity, uniqueness, and timeliness
- Prioritize DQ rules for Critical Data Elements first, driving root-cause analysis and remediation with data owners
- Configure automated classification and sensitivity labels for PII/PHI and enforce domain-level access policies
- Enforce Canadian data residency, agile data masking, RBAC/ABAC, and row/column-level security for sensitive insurance data
- Own the data intake, access, and recertification governance process (intake → triage → governance review → approval → fulfillment → monitoring/audit)
- Establish and maintain end-to-end data lineage from Bronze → Silver → Gold using a consistent domain hierarchy
- Identify, map, and build relationships with Domain Owners and Data Stewards across all GHFoC entities, maintaining the governance RACI
- Facilitate the Data Governance Council, pain-point sessions, and subject-area workshops, and deliver Training & Enablement on standards, catalog use, DQ scorecards, and access processes
What We're Looking For
- Bachelor's degree in Information Management, Computer Science, Business Administration, or a related field, or an equivalent combination of education and relevant experience
- A DAMA Certified Data Management Professional (CDMP), Data Governance and Stewardship Professional (DGSP), or equivalent data governance certification is considered an asset, as are other professional certifications related to data governance, privacy, security, compliance, or information management
- 4-6 years of progressive experience in data management, data governance, or data quality
- Hands-on Microsoft Purview experience, including unified catalog, business glossary, classification, scans, and data quality
- Experience contributing to and operationalizing a governance framework (catalog, glossary, DQ, lineage, stewardship)
- Experience applying Critical Data Elements,
DQ rules, and a data governance RACI / operating model
- Experience in group benefits, insurance, or financial services / a regulated industry is considered an asset
- Experience integrating disparate source systems (CRM, claims, policy, benefits administration) into a unified data platform is considered an asset
- Experience with Microsoft Fabric medallion architecture (Bronze / Silver / Gold) is considered an asset
- Experience governing PII/PHI with data-residency (Canada), privacy, and cross-border endpoint considerations is considered an asset
- Experience facilitating governance councils, stewardship forums, or cross-functional stakeholder working groups is considered an asset

Compensation At the time of this posting, the estimated annual base salary for this position is $80,000-$90,000. Individual compensation within this range is determined by factors such as job-related skills, relevant experience, and education/training. This range reflects the annual base salary only and does not encompass the comprehensive total rewards package that we proudly offer.
